MAJOR DUTIES AND RESPONSIBILITIES
Performs organizational studies and make recommendations on the preparation of mission and functional statements and organizational charts.
Assists in classifying positions (to include merit promotions, etc.) using agency-specific format.
Follows all agency policies and directives, including the collective bargaining agreements the agency has with its employee unions, as applicable.
Makes recommendations on the writing of position descriptions, including position description (PD) cover sheets.
Applies draft PD's to existing U.S. Office of Personnel Management (OPM) classification standards and guides.
Processes requests for classification appeals.
Provides advice on the establishment of positions.
Ensures adherence to effective position management principles.
Assists management on proposals to improve the organization's structure/alignment.
Conducts position management/cyclic maintenance reviews.
Carries out classification projects relating to reorganizations or realignments.
Provides advice and assistance to employees and managers regarding position classification and organizational design.
Prepares written comprehensive evaluation statements. Each evaluation, at a minimum will include statements to differentiate grade determinations on career ladder positions, identification of the appropriate title, series and grade, position sensitivity determination, FLSA determination, bargaining unit status.
Drafts new or edits/rewrites existing position descriptions (PDs), to the extent possible, PDs shall be standardized for like positions and across series and organizations.
Performs desks audits and classification reviews on agencies behalf; researching and providing guidance on HR policy and regulations; conducting interviews; and investigating all relevant information to help determine if a position is properly classified
Bachelor's degree + 3 years' experience or 6 years' experience without a bachelor's degree.
Experience making FLSA determinations required.
