MAJOR DUTIES AND RESPONSIBILITIES
Applies Federal Position Classification and Position Management support to a decentralized organization
Uses the Office of Personnel Management's (OPM's) guides and Agency regulations, necessary to render a proper position classification
Standardizes position descriptions written and properly classified, with supporting evaluation statements, Statements of Difference(s), as applicable, a properly completed AD-332, Position Description Cover Sheet (front and back) and the proper written documentation to support the PMSO determinations.
Prepares thorough position Evaluation Statements, presenting findings in accordance with wound position classification principles and practices using the classification standards written in the Factor Evaluation System (FES) format and the narrative format
Classifies position descriptions, evaluation statement, PMSO determinations and standardized position description evaluation, with emphasis in the following order: 1) identified positions 2) all remaining positions 3) positions designated as supervisory 4) all remaining encumbered positions and 5) remaining vacant positions within the client's organizational structure.
Evaluates Fair Labor Standards Act (FLSA) coverage determinations and/or exclusions and making appropriate determinations in writing
Assesses and utilizes the Payroll/Personnel Manual Position Management System (PMSO) in order to render appropriate position related determinations for each position
Drafts, writes and rewrites position description and classification services (including writing, rewriting evaluation statement, statement of differences(s), as applicable and PMSO data determinations)
Uses principles and practices of Position Management techniques
Interprets reference material to provide recommendations and advice
Researches alternative solutions which involve incomplete or conflicting data to independently resolve issues and render a sound evaluation
Determines when standardized position descriptions should be most appropriate used and the principles and practices of their optimum use
Recommends alternatives/options to management when possible, to support the Management Official management of his or her human resources
Collaborates with the Agency for corrective actions that will need to be processed
Drafts and finalizes various Standard Operating Procedures (SOPs) to ensure that identified Agency human resources products are in accordance with established laws, statutes, regulations and policies and work products meet compliance requirements
Assists with pre and post DE audit preparations
Builds and establishes staffing case files with all supporting documentations (Position Description, Job Analysis, Assessment, Vacancy Announcement, Certificate of Eligible's, Applicant Resumes, etc.)
Gathers DE Workload Activity data for each staffing case file (to be included with DE staffing case file)
QUALIFICATIONS REQUIRED
Bachelors degree+3 years experience, or 6 years experience without bachelors
Experienced with AD-332
Excellent communications and writing skills
Proficient in Microsoft Office Word(2007) and Excel
