Job Qualifications (bsic job description):
The Contracts Manager will be responsible for assisting the Director of Contracts in managing the contracts, subcontracts and proposal efforts. The successful candidate must be (1) thoroughly familiar with the FARs, DFARs, USC and related regulations as well as commercial requirements, (2) experienced working both as a prime contractor and in a subcontractor environment, and (3) in depth knowledge of all contract types (FFP, CPFF, CPIF, LOE, etc.). Work will encompass a wide variety of applications including substantial new business support, ongoing programs, R&D contracts, production and prototyping. The Contracts Manager will work closely with Finance, Program Office(s) and other functional departments for issues resolution prior to negotiating and executing agreements and through the administration of the agreements. Applicant will need knowledge of the ITAR and EAR to support the efforts out of the Cambridge office and ensure compliance. Applicant should be confortable working in a rapidly growing organization, interacting with all levels of the organization, show the capability of being a strong leader and self-starter, work under minimum supervision and be an integral part in leading change processes.
Prepare/review agreements for customers, business partners, subcontractors & prime contractors to include: NDAs, teaming agreements, contracts, subcontracts, consulting agreements, term conditions, etc.
Responsible for cradle-to-grave contracting which may include, but not be limited to RFP review and comment as well as contract closeout preparation.
Support the Managing and tracking of Government property.
Assist in DCAA and external/internal audits as required.
Enforce usage of the contract change management processes.
Coordinate contracts/subcontracts/marketing/proposal activities with Business Development personnel, Program Office, Finance and other departments.
Prepare RFPs for subcontractors/vendors as required coordinate flow down provisions with purchasing.
Assist the Director in developing new policies and procedures as required.
Minimum Requirements (education and experience):
Bachelor's degree is required, preferably in management, business administration or contracts administration unless candidate has acceptable level of comparable experience. Advance degrees preferred such as MS or JD. A minimum of 5 years of professional experience involving contract and subcontract administration/management is required. Working knowledge of FARS/DFARS and other procurement regulations is required. Experience and knowledge of export regulations required. Working knowledge of Deltek, MS Word, Project, Excel, and SQL queries is very helpful. Experience with international contracting is desired but not a requirement. Experience in managing and asserting intellectual property rights is desired. Active Clearance is desirable as well as experience as Facility Security Office.
