Director, Compliance, External Relations (ER) ExteNet Systems

The primary areas of focus for the Director, Compliance, External Relations is to contribute toward the mission of the External Relations team, which is to ?Efficiently fulfill the necessary requirements and other assigned responsibilities to allow ExteNet to implement (outdoor) Distributed Antenna System (DAS) and small cell networks per committed schedules?.
This position will contribute to all aspects of ExteNet?s activities, policies, objectives, and key strategic initiatives related to the documentation, policies, processes and approval from various governmental authorities concerned with environmental, historic preservation, health and safety, tribal and aviation compliance. These compliance approvals are generally required per our customer contracts as a service to be provided by ExteNet, and are time sensitive due to the customer requirements for compliance to be complete before commissioning of a network (revenue start) or in some instances, before construction (deployment) can commence. Responsibilities will include coordination of ExteNet?s compliance vendors, and the acquisition and continual refinement of the internal ExteNet processes to secure the documents that are necessary to file for compliance with the appropriate governmental authorities. The Director will be responsible for the maintenance and accuracy of External Relations - Compliance information in a comprehensive database and in subject- and area-specific trackers and reports.
Coordinates pre and post-construction National Environmental Protection Act environmental compliance (NEPA) process for assigned projects.
Where required, monitors compliance in regards to FAA/FCC guidelines for RF Exposure Safety.
Completes summary of scope of work and summary of existing environmental and NEPA reports required from qualified ExteNet compliance vendors.
Monitors and tracks progress on all open compliance transactions. Forecasts completion and anticipated impact on overall project schedules. Where applicable, receives third-party vendor deliverables. Researches and provides solutions for complex compliance issues, including for ExteNet indoor projects.
Represents ExteNet at customer meetings and with local and state regulatory agencies, and with associations with an interest in streamlining compliance for DAS and small cell.
Communicates activities with team members, and other departments as needed.
Coordinates purchase orders / financial approval for scope of work with ER Jurisdictional Directors.
Coordinates with Construction team for implementation of required Notices and Postings on site.
With third party vendors, manages or performs updates of client regulatory databases including upload of compliance deliverables to Siterra and similar data repositories, as requested by customer.
Provides compliance deliverables for network close out package, as applicable
Update internal databases as required
Provide status reports as required
Reviews the quality and completeness of site specific documentation.
Continuously works to improve internal ExteNet and third party vendor processes, communication and results
Be willing to travel, as reasonably required to fulfill required responsibilities and duties
Evaluate matters and make clear, well-reasoned and supported decisions on a daily basis, and communicate those decisions effectively to the appropriate personnel.
Keep the Vice President, External Relations and the National Director, Jurisdictions, External Relations apprised of all compliance contract issues, resource allocations, vendor sourcing recommendations, Project Tracker enhancements and various other items that require management knowledge and input
Keep up to date on new advances in technology and applications and overall Company strategy that may impact the compliance process
Identify, qualify, and manage ER compliance vendors when needed

Coordinate with Legal and/or the applicable Engineering teams (with and through the Vice President, External Relations, and the National Director, Infrastructure, External Relations) when necessary to close gaps in required information.
Education: Bachelor?s degree from accredited College or University
General environmental and real estate environmental, historic preservation, FAA and FCC compliance background in distributed antenna systems and small cell telecommunications siting in a management position for at least 5 years
Possess multi-level relationships within the telecommunications industry
Strong presentation skills and agility with Microsoft Office.
