The Director of Technical Services a critical position within the Cogent HMG IT team. Cogent HMG delivers medical/clinical services to hospitals nationwide. Most of these services require ?24x7? availability, therefore commensurate systems thinking and support is required. The core group?s specific deliverables include: The design and engineering of systems (hardware and operating system) based on collected criteria; Collaboration on application integrations and development; 24x7 operation of Data Centers, administration, problem management, preventive maintenance, performance tuning, and capacity planning all within best practice standards.
The Director of Technical Services specific deliverables are overall management of the Infrastructure team; ensuring the reliable operation of all installed systems; supporting the VP of IT in negotiating major licensing agreements and hardware purchases; disaster recovery and business continuance planning and testing; design, engineering, implementation and ongoing performance management and capacity planning of systems and staff, while ensuring proper metrics are being collected in order to show the business the team?s value. The incumbent will collaborate with the applications team on application integration; ensuring Cogent HMG?s policy as well as IT standards are followed.
REPRESENTATIVE DUTIES AND RESPONSIBILITIES:
Provides technical leadership for enterprise information technology efforts, including enterprise application projects. Plans and oversees the development and support of IT infrastructure systems. Coordinates technical aspects of work for the successful completion of a project and/or production. Prepares and utilizes project plans for significant IT development, enhancement and maintenance efforts. Leads a technical team through project development phases: initiate/ analyze, plan, build/buy, test/ implement, and deploy to production. Establishes goals and provides regular feedback to team members. Acts as a liaison for the technical team to the project leadership team and management. Communicates regularly with internal and external customers. Supervises staff. Performs related responsibilities as required.
Business acumen: making decisions and executing the plan that is driven by the business needs, often weighing priorities from different areas of the business in support of delivering IT value (e.g., cost, scope, time).
Direct the execution and enforcement of change management and control processes including unit integration and quality assurance testing; represent the department in disaster recovery planning, testing and execution.
Oversee hardware/ software vendor relationships, including negotiating and managing to accountability technical vendors and partners.
Oversee data center and facility vendor relationships providing support, including negotiating with vendors and coordinating vendor support.
Determine Technical Infrastructure and Systems IT roadmap and direction.
Needs to have strong experience with technologies on the Microsoft stack and Cisco, VMWare, Symantec, Veritas, EMC, and Barracuda.
Work collaboratively with the Security Officer in support of security-related initiatives and maintenance.
Development and implementation of applicable ITIL standards, industries 'best practices' and best of breed products' to reduce cost and to improve system and operational efficiency (Automation, Performance Metrics, Quality Improvement Process, etc.).
Drives standardization intersecting people, process and technology.
Work effectively both inside and outside the department effecting change (e.g., policy changes) throughout the company as needed.
Manage both operational expenses and capital expenses in all areas under Technical Services.
Manage and optimize the end-user experience for a large-scale application, including usability, response-time consistency, response reliability, and browser interaction optimization.
Consistent delivery of service level commitments and business deliverables.
Management by Objective: Define, track, report and work to improve operating metrics.
Document operational issues and problems using established tools/utilities and publish required management reports (service levels, status reports, etc.).
Contribute to the development of departmental and organizational strategic and tactical plans, directions, policies and operating guidelines.
Maintain a high level of professionalism, remain positive and embrace change.
Promotes positive tone and high standards of quality within the group or department, and serves as a model to other team members. Set/maintain overall tone and positive attitude for entire department.

Provide guidance, innovative solutions and best practices for Cogent HMG?s infrastructure
Educate management and technical team about the possibilities and limitations of IT environment. Also inform the team of all equipment and capacity requirements and potential issues.
Researches, presents and/or makes recommendations on technical issues.
Accurately predicts time required to complete development and implementation tasks
Foresees technical issues within work group and/or department and makes recommendations on how to resolve.
Contribute to the development of departmental and organizational strategic and tactical plans, directions, policies and operating guidelines.
Development of corrective or disciplinary actions when necessary to correct unacceptable personnel performance or behavior.
Other Duties
On occasion, tasks, general requests, project participation, and committee participation is required. These tasks fall into the general category of ?other duties as required.?
QUALIFICATIONS
Four year College Degree with major in Computer Science, Information Technology or equivalent experience
Minimum five years experience managing a medium to large-scale computer operations organization under a heterogeneous production environment.
Minimum five years experience leading multiple technical groups of personnel (5 or more) engaged in the technical infrastructure and operations/support aspects of IT.
Strong facilities management experience associated with Data Center Management (HVAC UPS, PDU, Generators).
Two years of managerial responsibilities including the writing of performance appraisals, development of training, education plans, work schedules, budget tracking, budget planning and execution of disciplinary actions, etc.
Attention to detail and to work in a structured and procedure oriented environment.
Ability to work effectively with cross-functional teams and is flexible enough to deal with different technical skill levels, skill sets and a highly dynamic work environment and schedules.
Must be a self-starter and work effectively with minimal supervision.
Excellent written and verbal communication skills.
Excellent analytical, risk migration, negotiation and vendor relation skills. Adept at problem identification, recovery, escalation and resolution.
Works effectively under pressure and in a demanding work environment.
