We are seeking an experienced Director, Regulatory & Legislative Affairs to join our team. General Description
The Director, Regulatory & Legislative Affairs is responsible for managing regulatory, legislative and policy proceedings related to BrightSource Energy, including tracking, reporting on, and drafting materials for use in those proceedings, with a particular emphasis on California and southwestern states; coordinating and tracking correspondence and submissions; and calendaring and organizing events and activities.
Responsibilities include, but are not necessarily limited to: Monitoring, analyzing and reporting on governmental and stakeholder activities related to energy and environmental issues that are of interest and importance to BrightSource business objectives; drafting comments, position papers, presentations and other documents on energy- and environmental-related regional and state legislation, policy and regulatory actions; implementing and tracking constituency outreach efforts; and participating in public meetings, workshops and stakeholder organizations related to energy and environmental issues.
Required Skills & Experience
Minimum of 7 years of work experience in energy, environment, government or law firms or organizations related to the development of legislation, regulation, tariffs or policies.
Undergraduate degree in related field. MBA or JD preferred.
Experience in:
Administrative proceedings, particularly with state energy or public utility commissions (CPUC, CAISO, CEC); legislative proceedings;
Energy and environmental issues; land use and/or tax issues would be beneficial;
Wholesale Electric transmission issues.
Knowledge of:
Renewable energy issues and trends; familiarity with utility scale solar would be beneficial
Utility resource planning and/or procurement practices
Project development and permitting processes
Superior skills in:
Oral and written communication to include experience representing the company at public speaking events;
Organization, particularly with multiple and varied tasks.
Interest in identifying developing issues that may grow to be of importance to the company.
Ability to manage multiple projects and deadlines efficiently and effectively.
Essential Duties and Responsibilities
Monitor, analyze, draft presentations, comments and position papers and report on energy and environmental legislation, regulatory actions and policies, as well as stakeholder activities, related to BrightSource business objectives.
Assist in organizing regulatory and legislative affairs activities, including planning and tracking events and activities, developing and managing correspondence and contact databases, and maintaining regular reporting functions.
Coordinate activities with company?s Washington, DC-based Director of Public Policy and Regulatory Affairs. The DC Director has primary responsibility for managing relationships with the Executive branch, Congress and federal agencies, as well as managing the company?s DC lobbying efforts.
Participate in designated stakeholder organizations on company?s behalf.
Other Support
Staff Support: Coordinate with and support BrightSource staff, including Project Development, Regulatory Affairs and Communications efforts to most effectively achieve BrightSource business objectives.
Other
Travel to locations as required
May support other executives as needed.
