Job Description
The Document Imaging Manager will be directly responsible for the direction, supervision, evaluation, and overall management of the leadership and technical staff within the inpatient scanning functions including discharge pickup and reconciliation, prep, scanning/image verification, indexing and upload/quality check. The manager will be responsible for overseeing the processing of hybrid medical records converting to electronic files. Also, this position will provide backup support to Document Imaging Leadership team, which includes all of the above mentioned functions, but not limited too. The Manager?s role is to develop, organize, and lead creative, multi-functional, customer-focused HIM Teams in the UCLA Health System. The Manager will work with the UCLA/Precyse Administrative Team, physicians, patient care, ancillary and other staffs to assess needs, create, implement, and manage the medical record systems serving the hospital and ambulatory clinics through the UCLA Health System.
Responsiblities
Consistently communicates goals, objectives and effectively implements strategic plans for the respective department section.
Acts as leader of the department section to establish climate of teamwork and productivity.
Provides for on-going in-service education and training for department staff to maintain and improve skills and performance levels.
Provides for personnel management of subordinate staff to include hiring, evaluating, developing and/or disciplining of subordinates.
Participates in Precyse?s colleague retention and recognition programs.
Treats customers (guests, patients, physicians, and other employees and care providers) with courtesy, respect, and caring behaviors.
Imagination
Develops long and short-term plans, goals and objectives that will meet the Hospital?s and Precyse?s vision, direction and needs for Health Information Management.
Initiates and supports the quality management program, productivity tracking, and annual goals.
Attends and actively participates in planning for quarterly operations/steering committee meeting presentation.
Participates in Precyse?s management reward program by preparing quarterly MBO?s and updates according to plan.
Coordinates and participates in the development and implementation of the electronic patient record. Implements UCLA?s plans to transition to a paperless health record system and supports workflow in the hybrid record environment.
Continually strives to suggest and implement ways to improve personnel, departmental and hospital performance.
Identifies and recommends ways to improve efficiency and/or outcomes in work standards.
Initiates fiscal planning activities for the respective department section and forecasts additional fiscal needs, including staffing levels needed. Works closely with UCLA/Precyse Administrative Staff to assist in preparing the capital and annual operating plan and budget to meet organizational goals and objectives.
Participates in organizational committees and task force teams as required.

Works closely with UCLA/Precyse Administrative Staff, Medical Staff, Hospital Patient Billing Services Staff and other clinical and non-clinical areas to accomplish departmental objectives.

Keeps Project Manager informed of any known or suspected issues. Communicate with Project Manager regarding disciplinary action, employees without PTO requesting time off, OT pre approved, and employees out more than 1 day.
Accountable
Ensures compliance with Precyse?s Service Level Agreements/contract terms.
Prepares and collections information for daily, weekly and monthly reporting requirements.
Responsible for supporting UCLA?s HIM Department?s compliance with accreditation, state and federal regulation processes.
Ensures that established policies and procedures assist and support the accreditation process, the compilation, delivery, safety and security of health information, including HIPAA privacy and security laws and California state laws; Centers for Medicare & Medicaid (CMS) and California Department of Public Health (DPH) requirements.
Oversees maintenance and compliance with all manual and automated systems and procedures within the HIM Department/Section.
Carries out responsibilities in a timely fashion requesting assistance as needed.
Integrity
Ensures that other hospital departments are aware of clinical documentation requirements and are provided feedback regarding compliance and requirements that relate to Release of Information ? HIPAA and patient privacy and security.

Performs other related duties as assigned or requested.
Required:
Registered Health Information Administrator (RHIA) or Registered Health Information Technician (RHIT) through the American Health Information Management Association (AHIMA).
Appropriate Degree in Health Information required. Bachelor?s degree in related field preferred.
Minimum 3 to 5 years experience as Assistant Director/Operations Manager in a Health Information Management Department in a large, acute care facility with comparable FTE responsibility.
Strong managerial skills necessary with the capacity to work effectively with the medical and administrative staff.
Strong understanding of the medical record functions and state and national regulations impacting the daily responsibilities and the future of health records management.
Technology oriented. Strong experience in information systems.
Conceives medical records and health record services in a broad, strategic sense. Understands the broad information needs of the system, but also considers the details of running the daily operations of the department.
Excellent consultative, persuasive, financial and quantitative skills. Articulate and has excellent oral communication and presentation skills.
Proficient computer knowledge including MS Office (Outlook, Word, Excel, Power Point)
Must display excellent interpersonal and problem solving skills with all levels of internal and external customer.
Experience with electronic scanning and paper medical record filing systems preferred.
Bachelor?s degree in related field preferred.
