MAJOR DUTIES AND RESPONSIBILITIES
Assists with the development of any labor and employee relations training
Consults on the full range of performance management matters, to include, but not limited to, performance plans, managing performance, use of performance management tools, and writing performance-based actions
Conducts administrative inquires, up to, and including the development of the investigative report
Consults on the full range of leave administration matters, to include, Family Medical Leave Act, Sick Leave, Leave Without Pay, and more
Consults and writes disciplinary and adverse actions
Consults with supervisors regarding human resources policies
Interprets bargaining unit agreements and advises supervisors to help them meet bargaining unit obligations and negotiate grievances
Bachelors Degree + 3 years experience, or 6 years without Bachelors
Experience with drafting and/or advising on oral and written reprimands
Experience advising on developing Performance Improvement Plans
Experience drafting and/or advising on suspensions (proposals and final decision letters)
Experience drafting and/or advising on reductions in grade and pay for performance or conduct (proposals and final decision letters)
Experience drafting and/or advising on furloughs of 30 days or less (proposals and final decision letters)
Experience drafting/or advising on removal actions for performance or conduct (proposals and final decision letters)
Experience participating in settlement discussions between parties to a performance or conduct case
Experience conducting employee counseling sessions
PREFERABLE SKILLS AND EXPERIENCE
Experience with Federal ER with Federal LR
Experience participating in performance or conduct cases before an arbitrator
Experience participating in alternative dispute resolution processes
Experience participating in responding to contractual information requests
