MAJOR DUTIES AND RESPONSIBILITIES
Provide expertise in Federal Government employee relations
Perform research and analyze Federal laws, regulations, and case law
Provide expert advice, interpretation, and consultation on title 5 United States Code, Office of Personnel Management and Agency policies and programs related to Federal employee relations
Provide assistance to managers in regards to processing grievances and appeals, taking disciplinary actions and performance-based actions, and in selecting appropriate awards and recognition for employees
Serve as a resource for senior executives and managers in employee relations matters and provide technical advice on a variety of employee relations problems and issues, including, but not limited to, the application of precedents on difficult issues
Serve as an expert ER Specialist with specialized knowledge of Federal sector employee relations-related laws, precedents, regulations, and practices
Identify management's short and long-term objectives, develop Agency proposals, and formulate recommendations that will support the accomplishment of those objectives/proposals
Serve as the Agency's employee relations expert in reviewing case work initiated from field Human Resources Offices.
QUALIFICATIONS REQUIRED
HS diploma with at least 8 years of ER services in the federal sector.
Possess comprehensive knowledge of Federal employee relations theories, principles, and practices and the ability to exhibit a high degree of judgment and originality in recommending solutions to resolve complex and controversial problems.
