MAJOR DUTIES AND RESPONSIBILITIES
Process Freedom of Information Act (FOIA) requests received by the government customer - from initial evaluation to final document release or denial within required time lines
Prepare affidavits, litigation reports, correspondence, notices, internal memoranda, or other documentation as necessary
Provide advice regarding FOIA regulations, disclosure of agency records, exemptions from full or partial disclosure, and handling of classified or sensitive but unclassified agency information
Research and analyze legal issues that arise in conjunction with handling complex initial requests for agency records
Coordinate with FOIA Officers in other organizations on FOIA matters to include request, appeals and litigation
Keep abreast of the status of recent developments in the field of public disclosure, including recent court and departmental decisions and current legislative activities
Examine case files prepared by other Paralegal Specialists and FOIA Assistants to determine accuracy and sufficiency of evidence and documentation
QUALIFICATIONS REQUIRED
High School Diploma
Must have 3 years of direct FOIA experience
Must have advanced working knowledge Microsoft Word, Excel, Access, PowerPoint, and Outlook
Must have practical experience using FOIAXpress
Knowledge of Freedom of Information Act 1966 (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); EO 12958, as amended; EO 13292, Openness in the Government; 6 CFR, Part VIII, Chapter 1 and Part 5; Freedom of Information Act Exemptions; 6 CFR Part 7, FOIA: 1974 Amendments' Major Features; 1986 Freedom of Information Reform Act; 1996 Electronic Freedom of Information Act
Must have a thorough understanding and experience in the complete management of the Freedom of Information Act (FOIA), 5 U.S.C. 552, and the PA, 5 U.S.C. 552a
Must have the ability to provide direction for operations and ensure compliance with all management policies, plans, and procedures
Must have excellent written and oral communication skills
Must have strong organizational skills with demonstrated ability to handle multiple projects and details simultaneously
Must have demonstrated expert level of interpersonal skills sufficient to communicate effectively, convince, influence, advise, and respond to questions from Government Customers
PREFERRED QUALIFICATIONS
Bachelors Degree with Paralegal Certificate
