MAJOR DUTIES AND RESPONSIBILITIES
Perform technical and administrative work in support of recruitment and placement programs including merit promotion and delegated examining functions
Develop and issue vacancy announcements
Screen applications to determine completeness and eligibility
Prepare certificates of qualified candidates
Generate receipt acknowledgements and final action responses
Perform qualifications analysis and rating on lower grade positions
Conduct and/or assist in the conduct of rating panels
Code and process personnel actions including a wide variety of reoccurring and unique HR actions such as special appointments and programs such as consultants, visiting program for scientists, associates, fellows, residents, and various student employment programs; transfers of functions; and conversions between HR systems
Prepare pre-appointment packages
Provide a variety of general information regarding recruitment program functions, processes, and procedures
Utilize automated HR systems to perform technical and administrative support functions
Generate reports by identifying, gathering, and summarizing system data
Provide advice and assistance regarding automated HR systems
Bachelors degree plus 3 years experience, or 6 years experience without degree
Knowledge of USA Staffing/Merit Promotion/delegated examining function
Ability to interpret and apply personnel regulations and/or standards
Knowledge of civilian pay rules, regulations, and processing procedures.
