MAJOR DUTIES AND RESPONSIBILITIES
Advises agencies employees on all aspects of federal employee benefits, including those covered by Title 5 and those established under the Commission's statutory authority to operate outside of Title 5.
Informs employees of their rights and entitlement to employee benefits, such as health and life insurance, the agencies dental program, the Thrift Savings Plan (TSP), leave, and retirement options.
Determines for accession actions an employee's eligibility for federal civil service retirement plan coverage, social security coverage, agency dental coverage and life insurance and health program benefits.
Explains withdrawal and other options regarding civil service retirement and TSP accounts, as well as other benefits such as potential reinstatement eligibility to employees separating from the agency
Prepares estimates associated with service computation dates for leave, retirement, TSP, and Reduction-in-Force purposes on each new employee.
Advises employees on retirement regulations, procedures and protocols, including calculating retirement annuity estimates and preparing and forwarding retirement packages to OPM and NFC for processing.
Provides technical guidance associated with personnel actions being processed via the U.S. Department of Agriculture's (USDA), National Finance Center (NFC) payroll/personnel system.
Serves as a liaison with NFC in the use of technology associated with payroll/personnel processing, such as the Entry, Processing, Inquiry, and Correction system (EPIC) and the Special Payroll Processing System (SPPS)
Prepares SF 52s to ensure proper completion by the originating office.
Obtains all necessary documentation, ensuring that all requests conform to OPM guidelines.
Prepares coding for SF 50s (Notification of Personnel Action) and enters the personnel actions into the NFC automated payroll/personnel system.
Reviews each action to ensure compliance with applicable laws, regulations, agency policies and OPM guidelines and established processing time.
Ensures that all paper and electronic personnel files are maintained and secured, including using the e-OPF system to transfer OPFs between the agency and other agencies, OPM and the National Personnel Records Center.
Receives personnel documents and materials from other federal agencies, as well as ensures the transfer of appropriate documentation when the agency is on-boarding a new employee.
Verifies each determination made by former employing agencies to ensure the employee has the correct retirement system coverage and determination.
Bachelor's degree plus three (3) years related experience, or six (6) years of related experience without degree.
Must have previous experience using National Finance Center (NFC) to process personnel and/or pay actions
Must be familiar with Federal benefits and entitlements
Must have experience performing retirement calculations
Must have experience with OPM Guide to Processing Personnel Actions
Must be a US Citizen.
