MAJOR DUTIES AND RESPONSIBILITIES
Review personnel actions for accuracy of organization data, existence and adequacy of supporting documents, appropriateness of the regulatory authority and the proposed action cited in relation to the intended purpose.
Consult with internal and external customers to resolve discrepancies and to complete any missing items on request actions.
Process and code the full range of personnel actions.
Review forms for accuracy and completeness.
Calculate service computation dates in determining creditable service for various purposes.
Maintain all processing files and records (both automated and manual).
Respond to inquiries and researches information for employees, supervisors and managers relating to processing/pay and benefits problems.
Track not to exceed dates and probationary period ending dates to ensure dates are not exceeded and customers are initiating personnel actions in a timely manner
Establish and maintain Electronic Official Personnel Folders (eOPFs), including, scanning, uploading and indexing documents.
Obtain and consolidates records of prior Federal service.
Request personnel related records from the National Records Center and/or other government agencies and transmits same.
Develop new employee orientation packages.
Conduct one-on-one new employee orientations to include briefing employees on benefits, tax withholding, designations of beneficiary, FEHB, FEGLI, TSP, dental and vision, flexible spending accounts, direct deposit forms, etc. and processing these documents to effect coverage.
Perform a variety of both recurring and one-time tasks and reports, extracts information from files and available databases.
Run recurring reports from Datamart.
Assist with updating, monitoring and tracking of databases, and maintains control log(s) to ensure that all actions are processed timely.
Use word processing software/equipment, types materials such as forms, correspondence, memorandums, etc., in proper format and proofreads for typographical, grammatical, punctuation and other errors.
Maintain and purge merit promotion files in accordance with records retention guidance.
Prepare draft vacancy announcements in ED Hires for Specialist review.
Post announcements in ED Hires. Print application materials from ED
Hires (QuickHire/Monster) for HR Specialist use. Sort applications.
Close announcements in ED Hires, including issuing notices to applicants.
Order certificates of appointment for SES members and political appointees.
Pick up certificates of appointment from State Department for Presidential Appointees.
Update position description files electronically and in hard copy. Types position descriptions, EP-8s (alternative OF-8) PD coversheet.
Convert documents from Adobe PDF to Word and vice-versa.
Update organizational charts in PowerPoint.
Use the Executive and Schedule C System (ESCS) to create SES and political positions.
Upload and updates documents to SharePoint.
Develop basic tracking spreadsheets in Excel and maintains same for a variety of tasks that include but are not limited to vacancy logs, political hiring logs, classification and pd number logs.
Provide general office clerical support such as scanning, filing, copying and downloading documents, typing correspondence and other documents, receiving and distributing the mail and maintaining office supplies.
Bachelor's Degree+ 3 years' federal processing experience.
Experience processing federal personnel actions, payroll actions and inputting benefits elections using FPPS.
Experience using Datamart to run routine, established reports.
Experience conducting new employee orientations.
Experience calculating service computation dates using GRB software and manually.
Experience scanning, uploading and indexing personnel records in EOPF.
Demonstrated experience using the Guide to Processing Personne Actions to independently select and use the appropriate nature of action and authority codes to process personnel actions. Ability and willingness to use available guides and references (5CFR, FEHB handbook, OPM website, etc.) to obtain information on non-routine processing issues.
Advance level experience with Microsoft Word, Excel, and PowerPoint to provide updates to presentations.
Demonstrated written and verbal communication skills to prepare routine written products and conduct new employee orientations with top leadership positions Experience with ESCS preferred but not required.
