This position reports to the Director of Regulatory and Governmental Affairs in the Freescale law department. The incumbent of this position will be responsible to:
Apply in-depth knowledge of and experience with customs regulations to lead efforts aimed at achieving compliance while facilitating company business operations.
Design, document, execute and continuously improve the program, testing and control procedures required to support ongoing membership in the U.S. Importer Self Assessment program.
Gather knowledge of customs regulations applicable in other countries relevant to company operations, and track changes in such regulations.
Working with in-country resources, formulate guidelines and practices to ensure compliance with import regulations of countries outside the USA where the company is the importer of record
Develop, document, maintain & disseminate Global Import Compliance policies and procedures. Elements include compliance manuals, plans, training materials, and self audit templates.
Coordinate with Global Export Compliance to ensure import and export program activities work seamlessly together.
Develop best practices and devise process innovations, including automaton, to improve the quality and efficiency of import compliance activities.
Monitor and evaluate implementation of import compliance programs at company facilities in and out of the U.S., including by conducting on-site reviews.
Prepare and deliver import compliance training that enables company personnel to understand company compliance processes and expectations.
Serve as an in-house expert /consultant to company personnel, particularly with Global Logistics operations staff, regarding import compliance requirements and processes.
Coordinate with and influence government agencies related to Customs activities, directly or via in country resources, in respect to commodity classifications, customs rulings, regulatory interpretations, regulatory changes, etc.
Interface and coordinate the import compliance program elements with other functional managers and procedures including among Internal Controls, Audit, Law Department, GRO, Country, Region, HR, Finance, IT, Security, Global Export Compliance and other functional management.
Manage customs broker relations to ensure they understand sector business requirements and their processes comply with applicable regulations when acting on the company?s behalf.
Provide direction to newly acquired business units in respect to import compliance.
International travel as required;
Qualifications & Requirements
Licensed Customs Broker
Significant experience in import compliance, including experience guiding import compliance activities of a multinational company.
Demonstrated success designing, documenting, executing and continuously improving program, testing and control procedures required to meet standards for the U.S. Importer Self Assessment program;
Demonstrated knowledge of or ability to learn internal and externally developed ERP applications (e.g. SAP) and to use Microsoft Office, PowerPoint, Excel, and Internet;
Ability to apply import compliance principles in the context of advanced technology and products;
Strong interpersonal skills and ability to work effectively at all levels, including with senior managers and government officials. Good team member;
Existing or ability to develop relationships with relevant Customs agencies;
Excellent oral, written and presentation skills;
Strong project management/leadership skills.
Ability to think strategically, make excellent judgment calls and find win-win solutions to issues;
Willing to roll-up their sleeves and dig into the work;
Capable of working independently to prioritize and execute multiple tasks while demonstrating excellent time management skills;
Ability to work cross-functionally and collaboratively, within the company and the trade compliance team, as well as with external partners/peers;
Must have the ability to project a professional image at all times;
Diplomatic under stress;
Bachelor?s Degree or equivalent required.
