MAJOR DUTIES AND RESPONSIBILITIES
Reviews, purges and assesses the accuracy and completeness of the contents of documents contained in Federal employees' Official Personnel Folders (OPFs), whether in hard copy format or electronic format
Performs work establishing and maintaining relationships, including the use of non-traditional collaborative approaches with labor organizations that represent Federal employee
Negotiates and administers labor agreements, and provides guidance and consultation on a variety of labor relations matters
Provides advice and assistance to employees and management, programs administration, research and case management in matters related to conduct, performance, attendance, and dispute resolution.
Serves as the Labor Relations Specialist responsible for developing plans, policies, and procedures for local implementation of a Labor Relations program within the framework established by Federal laws and regulations and may provide labor relations services for the organization.
Establishes constructive relationships with officials of the union(s) representing employees in the bargaining units(s).
Bachelor's Degree+3 years' experience, or 6 years' experience without bachelors
Knowledge and skill in applying labor relations theories, principles and methods
Experience advising and negotiating committee members on the interpretation and applicability of arbitration and precedent decisions
Experience communicating agency wide labor relations policies and procedures to management and staff
Experience serving as or advising the principal spokesperson of a management negotiating committee involved in contract, midterm or appropriate arrangement negotiations
Experience serving as an interpreter of labor relations laws, regulations, Executive orders and decisions of labor relations formal bodies
Knowledge of legal research methods and information gathering techniques
Knowledge of negotiating procedures and techniques, interest-based bargaining, conflict resolution and other non-adversarial techniques.
Must be a U.S. Citizen
