Job Qualifications (basic job description):
The Manager of Export Control and Compliance is responsible for managing and overseeing all aspects of Aurora's export and import licensing requirements in accordance with U.S. Government laws and regulations and Aurora's coprorate policies and procedures. The Manager is the company's lead export licensing official and is responsible for managing the company's export licensing program in conjuction with the Director of Contracts and Export Control and the Vice President of Business Operations.
Job duties include: manage all export and import licensing activities for Aurora and its subsidiaries; provide guidance and support in M&A and JV transactions with regard to license requirements, adherence to trade and export regulations, transition and implementation; ensure effective program planning for license determination; develop and execute strategies to ensure successful license outcome; work with USG departments and agencies to ensure successful licensing outcomes; assist programs and subsidiaries with export classification and commodity jurisdictions; assist in the development and execution of training programs; participate in trade compliance audits. Must have extensive knowledge and experience with the U.S. Department of State, Directorate of Defense Trade Controls ("DDTC"), International Traffic in Arms Regulations ("ITAR"); Missiles Technology Control Regime ("MTCR"), the U.S. Department of Commerce, Bureau of Industry and Security ("BIS"), Export Administration Regulations ("EAR"), Foreign Corrupt Practices Act ("FCPA"). Will be responsible for export compliance with U.S. and Non-U.S. laws and regulations.
Research, analyze and interpret U.S. and Non-U.S. international trade regulations and laws (including ITAR, MTCR, EAR, OFAC, Customs) and in determining their effect on operations.
Review technical data that is being proposed for export to asssess technical content and make appropriate export license determination.
Participate and lead the vetting process for company representatives to ensure compliance with FCPA.
Participate and support all international business opportunities to ensure compliance with all required regulations.
Maintain and Update company's Export Compliance Manual, Export Control Procedures, and Policies.
Provide communications, awareness, and training to company personnel.
Provide day-to-day assistance to business units on compliance with ITAR, EAR, OFAC and other import/export laws. Brief employees on license/agreement provisos/limitations.
Participate in compliance audits and/or investigations of export and import activities.
Serve as focal point for U.S. Export and Customs inquiries.
Minimum Requirements (education and experience):
Must have detailed and extensive knowledge and experience with ITAR, MTCR, EAR, OFAC, Customs, and other U.S. and Non-U.S. laws and regulations dealing with export, customs, and sanctions and licensing.
Must have detailed and extensive knowledge in regulations and requirements for international business development, acquisitions, mergers, joint ventures.
Direct and extensive experience in Departments of State and Commerce export licenses and agreement preparation, submission management, and recordkeeping.
Minimum seven (7) years of direct export licensing and compliance experience required.
Knowledge of D-Trade and Snap-R.
Strong analytical skills.
Capable of handling multiple tasks under deadline conditions.
US Person able to handle controlled unclassified information.
Eligible to receive a US Secret level security clearance.
