About the Job
AIP is a USAID funded technical assistance program aiming to help late stage power infrastructure projects in SSA reach financial closure through making available financial, legal, technical and environmental experts to governments and governmental agencies. Once a project has been identified and the terms of the technical assistance agreed upon with the beneficiaries and USAID, the Nexant project team intervenes and assists the beneficiaries to create or improve the project structure and enabling environment and negotiate project core agreements such as Power Purchase Agreements and appropriate Financing Agreements power connection and transportation agreements, fuel supply agreements and miscellaneous studies and models in support of the project financial closure.
The Manager, Special Projects will work under the direction of Nexant Vice President & Project Manager, Africa Infrastructure Program (AIP) within the Consulting-Government division, to provide technical support to AIP project finance advisory activity and USAID policy making. They will be assisted in his/her logistics and administrative tasks by the Project Support team and will report to the AIP Project Manager.
Duties and Responsibilities
Prepare recommendations to USAID for project support, follow up and edit AIP project data base and project portfolio
Follow up on the AIP activity project by project and have the ability to answer requests by USAID on the AIP projects status
Development of communication messages on AIP achievements and the interaction with USAID AIP Director(s) in emergency to deliver summaries or analytic papers to assert US Government aid programs and policy.
Support AIP project development by conducting analytical research on Sub-Saharan Africa countries power sector and related infrastructure projects
Identification of projects susceptible to be supported by the USAID AIP program; projects due diligences, including identification and analyses of barriers to project financial closures and project enabling environment gaps; reviews of country business economics; and addressing legal and policy-related issues in the energy sector
Frequent interaction with AIP Project Manager and USAID AIP Director(s), often linked to emergency delivery of summaries or analytic papers to assert US Government aid policy.
Qualifications
Master's degree in engineering or business administration. Having both degrees would be favorably considered.
At least 15 years of infrastructure project development and/or project management experience.
Proven project finance experience on power infrastructure projects.
Confirmed knowledge of power sector components, interactions and contractual agreements.
Prior experience in consulting with emerging countries, preferably in Sub-Saharan Africa.
A team player with the ability to work independently and with minimal guidance, to complete analytical research with a keen attention to detail.
Ability to provide effective follow-up on individual activities in a fast-paced, multi-tasking environment.
Experience preparing comprehensive reports detailing analytical findings. Excellent reporting writing skills.
