We're looking for a Program Management Manager to be responsible for owning IT programs in support of healthcare products. IT is looking for a highly motivated Program Manager to oversee its key projects.
Caradigm is a new kind of health IT company formed by GE Healthcare and Microsoft. The Program Management Manager provides oversight (not day to day management) of application and infrastructure projects. In addition to standard dash-boarding practices they will also be required to perform periodic independent verification and validation activities on projects. These activities are intended to help understand where a project is headed, what risks the project faces and the financial impact of those risks. The Program Management Manager also prioritizes mitigation efforts based on the benefits associated with risk reduction, forecasts the impact of corrective actions on program cost and schedule and forecasts the impact of corrective actions on the solutions TCO.
II. Key Responsibilities
Collaborate with project teams to align roadmaps with IT strategies to ensure future potential.
Establish strategy and roadmap for how program changes will enhance the end user experience.
Performs department financial and resource forecasting and planning.
Provides management support to vendor and project managers.
Develop relationships across groups and vendors to deliver comprehensive programs.
Designs and implements program and project management processes and standards.
Generally oversees a group of vendor and Health Solutions Group project managers. Does not partake in day to day management.
Provides overall, long-term coordination of projects from initiation through delivery.
Ensures individual project schedules and budgets match that of the overall IT organization and projects remain on schedule and within budget.
Ensures projects are completed according to plan.
Establishes effective communication with other departments in order to ensure that projects are completed in a timely and effective manner.
Ensures that project managers meet the business and technical needs of customers.
Serves as focal point for and liaison between departments on project related matters.
Participates in negotiation of requirements and requirements changes.
Works with CIO to ensure that project management related activities support the strategic objectives of Health Solutions Group.
Performs (or engages external provider to perform) periodic independent verification and validation on high cost/risk/visibility projects.
Work with the management and finance team during the planning cycle to ensure appropriate budgets are created and financial targets are met or exceeded.
III. Educational & Experience Requirements
Required
MS/ and/or PhD/ and/or PMI and/or PMP certifications or equivalent.
12-15+ year's industry experience in development, or implementation with a minimum of 10 years of project management.
Experience with exposure to senior leaders and C-level management.
Ability to clearly understand and articulate technology solutions, infrastructure needs, and customer impact to service delivery management.
Desirable
Program and/or project managing in a healthcare customer facing role.
Managing professional relationships with vendors, consultants and healthcare based customers.
Managing applications in a complex environment. Building and managing a diverse and inclusive team environment with strong commitment to respect, equality and teaming.
Matrix managing large virtual, remote, and global project teams (15+ members).
Managing multiple concurrent change initiatives.
Facilitating issue resolution by analyzing complex situations at high level as well as at the detailed concepts while not losing focus on eventual root cause analysis.
Competent with Microsoft technologies such as Active Directory, Lync, Microsoft Project and Project Server as well as a strong networking and telecommunications services understanding.
IV. Competencies
Technical Skills and Proficiency
Strong project management/process skills, knowledge of a wide variety of software development methodologies, knowledge of IEEE 1012 IV&V standards.
Proficient in the use of Microsoft Office (PowerPoint, Word, Excel, Visio, Project) products.
Proficient with oral and written communication with an emphasis in translating technical content for a non-technical management / executive audience.
