The HMS Professional Services group immediately seeks an experienced Program Manager to lead strategic efforts as a Professional Services subject matter expert in spend/transparency reporting, customer master data management and healthcare informatics. The Professional Services Program Manager will lead MDM and compliance solution implementations using a blend of traditional waterfall and Scrum development methodologies. The Program Manager will work with implementation and support teams to gather and evaluate client business requirements and to generate functional requirements. The Program Manager will specify, implement, and maintain customer data management, analytic, and compliance solutions. The Program Manager will contribute to the process of creating, using, and maintaining templates, processes and guidelines for the team to follow, as well as leverage existing processes throughout client implementations.
The Professional Services Program Manager will possess a balanced skill set including the key capabilities of a business analyst, project manager and solution architect including but not limited to:
Gathering and evaluating business requirements and generating a product backlog
Using blended traditional SDLC and agile development methodologies to implement technical solutions
The Professional Services Program Manager will be responsible for leading initiatives from end-to-end and must be keenly focused on initiating and following through on activities that clearly define and deliver on client business requirements. The individual must also be highly organized, detail-oriented with the ability to manage multiple priorities and comfortable with operating with minimal direction in a highly-dynamic, fast-paced regulated environment.
Primary responsibilities will include:
Collaborate with HMS internal departments, external partners and other relevant stakeholders to elicit business requirements for new and existing products, solutions, services and offerings
Gather and document user, functional, and non-functional requirements, and how systems interface with each other according to scrum development methodology (e.g. in a product backlog using epics and user stories)
Direct full life cycle projects through implementation and production operation
Collaborate with client project teams to effect change management (from the current state to the desired future state of systems, processes and procedures) related to the implementation or support initiative
Develop and maintain client-specific project management deliverables throughout their life cycle (including work breakdown structures, stakeholder matrices, network diagrams, schedules, risk and issue management plans, progress reports and action items logs) that encompass the comprehensive activities and their statuses for all stages of projects, programs and portfolios
Generate requirement documents that communicate data and process flows to business and technical stakeholders
Gather and document data requirements for relational data models
Coordinate with other departments to ensure that the appropriate resources are available and deployed to achieve project and program objectives
Liaise with project teams and internal configuration and software development teams to drive accurate and consistent interpretation of requirements
Work with development, support and quality assurance resources onshore and offshore troubleshooting software related problems on a schedule that maximizes productivity.
Support development and facilitation of solution administration/user guides and system training
Work with project and program managers to coordinate and monitor activities
Contribute to solution strategy team for client and market needs that would benefit HMS product/solution roadmap and direction
Work with support teams to understand specific customer issues and provide guidance and instruction on system functionality related to new software releases
Other tasks that will be required:
Lead and monitor the process of translating business requirements into functional and technical specifications using Scrum development and documentation methodologies
Act as a liaison between business leaders, staff and utility functions in order to drive knowledge transfer
Any other ancillary tasks assigned by the company from time to time
Key Competencies:
Formal project management standards such as PMBOK or PRINCE2
Formal business analysis standards such as IIAB
Open source collaboration, project management, and agile development tools such as Confluence, Greenhopper and Jira
Experience and familiarity with the Scrum Master and Product Owner roles
MS Project developing project plans, network diagrams, high-level timelines and detailed schedules
MS Office Suite, strong emphasis on MS Visio (wireframes and workflows), and ability to self-learn new applications and tools, particularly open-source project management and collaboration tools
JAD techniques, Waterfall, Stage-Gate, RUP, Scrum or other agile/iterative methodologies.
Job Requirements:
BA/BS degree required (business, engineering, information technology, computer software or equivalent major preferred)
Ability to travel domestically up to 60% of time (air, rail, automobile)
5+ years minimum leading business system implementations and teams of all sizes and complexities
Life Sciences industry experience preferably working with Customer Master or MDM systems, data warehouses, data marts, analytics or business intelligence systems
Proven project management experience with several SDLC approaches including waterfall and iterative implementation methodologies such as RUP, Agile and Scrum
Experience gathering and documenting system architecture requirements using various tools such as entity-relationship (E-R) diagrams, physical data models, data flow, process flow and system architecture diagrams
Proven experience facilitating requirements gathering and testing review sessions
Healthcare industry experience preferably working with healthcare transactional and master data such as healthcare entities, product hierarchies, alignments, prescription/outlet data, claims and promotional or clinical spend
Experience with content management and collaboration tools in an IT project setting
Familiarity and/or competency with Vietnamese language, culture, customs and/or etiquette highly desired
