GENERAL DESCRIPTION
The Project Manager / Scrum Master will provide day-to-day project leadership of cross-functional teams of projects. They will facilitate daily Scrum sessions and be responsible for removing obstacles for the team, managing scope and making sure the team remains in rhythm. The candidate will negotiate resource needs with functional managers, program managers and general managers / vertical heads throughout the project and ensure that the stakeholders and project community are kept informed of the project?s status and progress. They will ensure schedules are developed and updated regularly. The PM will escalate issues and prepare change requests as needed and identifies and manages project risks and communicates with scrum team members. Additionally, the Project Manager will work with the PMO to coordinate schedules and resource needs for enterprise projects.
KEY RESPONSIBILITIES
Project Initiation
Ensure that the team charter is created and that every team member is aligned to it.
Works with product owner, tech lead, scrum team and shared resources on estimation, projected costs, deliverables, timelines, feasibility, etc. Incorporates details into project documents for customers and scrum team to review
Planning
Facilitates the team?s planning rhythm
Develops, leads and oversees project timelines, deliverables, resources, tasks, dependencies, cost estimates, effort required, etc., based upon the iteration planning and story point estimation process.
Ensures this data is entered into a project plan or iteration plan and all work potential work items are captured in the backlog. Identify and coordinate with supporting organization to make risk assessments, determine dependencies, while gathering feedback from appropriate areas
Ensures , resources are assigned as appropriate based on project size, scope and complexity while looking for integration points with like products and like timing.
Project Control
Owns the stand-up, planning, review and retrospective meetings
Along with the product owner and tech lead, accountable for managing and monitoring scrum team and project performance
Responsible for:

Integration (ensuring various elements of the project are properly coordinated)
Boundary Management (working relationships within and outside team to accomplish goals)
Scope Management (aligning project tasks and team accountabilities within the boundaries of the agreed to scope document).
Tracks events, tasks, dependencies, etc. in the project plan. Identifies iterations that are ahead / on / behind schedule. Identifies discrepancies in budgeted versus actual costs. Identifies items / issues that jeopardize the cost, quality or timeliness of project deliverables
Project Execution
Reports status of project (written, verbal, formal and informal presentations) to stakeholders, project community and other key staff.
Along with the Product Owner, communicates which deliverables are ahead / on / behind schedule. Advises customers and staff on strategies for dealing with barriers and changes to project plan.
Identifies, negotiates, communicates and manages project changes in any of the following knowledge areas:

Budget/Financial/Cost Management ? Approval and validation of project phase funding
Procurement
Communication
Dependency Management
Impact Analysis related to the Change
Certifies Acceptance of Deliverables - Works with customers and other internal staff to obtain signoff and acceptance of deliverables. Documents approvals (date, time, signatures, etc.) to close out milestone or phase of project
Closure
Oversee product documentation and archiving by preparing package of archived project items (e.g., charter, user stories, project plan, project deliverables, training and Help Desk documents, problem management documents, etc.)
Delivers copy of package (i.e., project closure, vendor performance survey, executive summary and lessons learned) to appropriate parties, as required
Secures a complete, up-to-date copy for own department files
Adheres to the Project Management standards for project closure
Project Managers typically ...
Manage one to three projects and scrum teams with multiple internal and external dependencies, complex or multiple scope, a higher level of risk requiring mitigation plans, multiple integration points with some external integration related to functional capabilities, medium cost, time sensitive worked within multiple teams of resources.
Are accountable for integrated deliverables associated with multiple projects.
Write/create multiple integrated scope documents.
Maintain capability level work breakdown structure.
Track events, tasks, internal/external dependencies and progress across multiple projects associated with a capability.
Communicate project status to customers, project team, project offices, leadership and PMs associated with other projects.
Advise leadership, customers, staff on strategic solutions to dealing with barriers within a project
Accountable for active facilitation of issue resolution, change management and dependency management
WORK EXPERIENCE & SKILLS (Required)
5 - 10 years of broad applied project management and/or scrum master experience, preferably in managing technology projects and technical staff
Must have a solid demonstrated proficiency in the use and/or understanding of project tracking and management tools such as MS Project and Time Tracking/Billing (including reports and outputs). Must have strong PC skills specifically utilizing the MS Office Suite products (e.g., MS Word, MS Excels, etc.). Must have demonstrated proficiency in the use of multiple Product Development Methodologies
Must possess expert knowledge in various Project Management and Product Development concepts, methodologies and processes. Have a deep understanding of industry and/or web portal business related processes, products, systems, functions and architectures
Strong relationship management, project management, negotiation and collaboration skills
Excellent written and verbal communication skills
Ability to work independently under minimal guidance
Ability to establish and maintain effective working relationships, supporting leadership and company team members
Demonstrated ability to use discretion and make sound decisions and offer strategic input to complex business problems
Ability to work under pressure. Maintains composure and professionalism in an interrupt-driven environment. Must be able to multi-task
Must be flexible and embrace change
Experience in the writing of detailed technical documentation, specifically business requirements and functional specifications
Experience with facilitating meetings to achieve objectives, such as requirements gathering processes
WORK EXPERIENCE & SKILLS (Preferred)
Work experience in managing technology projects and technical staff
Prefer Agile Project Management experience
Extensive knowledge of the health care / payer / insurance industry, specifically claims processing systems, provider office operations, and customer service processes in a health care company
Understanding of web development methodologies, application design, navigation, and information architecture
Experience working with Product Management teams in a large marketing department
Experience working in an entrepreneurial company

EDUCATION AND CERTIFICATION (Required)
Bachelor?s degree or the equivalent in work experience
EDUCATION AND CERTIFICATION (Preferred)
Project Management Professional (PMP) certification.
Certified Scrum Master (CSM) certification.
