The Proposal Manager position is part of a strong and cohesive Proposal Development Team. The overarching goal of the Proposal Development Team, as part of the Business Development Team, is to ensure the delivery of high-quality, winning proposals for educational assessment programs.
The Proposal Manager has primary responsibility for conceptualizing and managing the writing of the content components of proposals in response to RFPs. This position collaborates extensively with designated subject matter experts in all of Questar?s functional areas (e.g., operations, program management, assessment development, IT, and measurement/research) to develop and deliver all pieces of final proposals.
Oversee entire proposal process from receipt of RFP through development and production of final proposal documents
Review incoming RFPs in detail and evaluate contents of RFP for key information and mandatory bid requirements
Collaborate with Proposal and Business Development Team to ensure project objectives are met
Prepare task list, deadlines, and assignments, and notify participants of work effort and deadlines
Create original text for work plan deliverables in accordance with RFP requirements
Review text submitted by subject matter experts for compliance
Prepare final review copies of proposals and allow sufficient time for review
Ensure successful delivery of superior quality proposal
The ideal candidate is capable of adjusting priorities and demonstrates flexibility in applying their skills as part of the Proposal Development team. The candidate should also understand that proposal work fluctuates and may require flexibility in work schedule including possible evening and weekend work.
Bachelor's degree in English, communication studies, journalism, education, or a related field; equivalent work experience may be substituted for degree
3+ years? experience with proposal development, management and writing, or project management experience in large-scale assessment industry
Superior writing, editing, proofreading skills
Proficient with Microsoft Word, Excel, Outlook, and Project
Strong organizational skills and ability to multi-task
Team player as well as ability to work independently
4+ years of proofreading/editorial experience
Familiarity with regulatory (Federal or State) bids
Experience in the educational assessment industry or related field
Proficient with Adobe InDesign and Visio
Experience with Microsoft SharePoint
