Availity is one of the leading health information networks in the country. Our products are primarily developed and built through our IT organization. The Purchasing Manager will be responsible for the procurement and management of information technology inventory, materials, office supplies, and capital goods. Keep records of all acquisitions to ensure that purchases remain within budget and on schedule. Receive requisitions and check each item for quantity, specifications, and delivery requirements. Develop and investigate supply sources, and issue request for quotations, proposals, or bids for those items not covered by any existing purchasing arrangement. May serve as liaison to vendors and suppliers. Work under minimal supervision on complex projects and may assist less experienced peers. Wide latitude for independent judgment.
?Negotiates with vendors for goods and services, negotiating the best possible price and service guarantee.
?Establishes purchasing policies and ensures compliance.
?Designing procure-to-pay process and help to evaluate and implement an automated procure-to-pay system
?Develops new supply sources when existing vendors are inadequate.
?Examines bids for compliance with bid specifications and makes recommendations for awards.
?Establishes accounts/credit and terms.
?Negotiates blanket purchase orders when appropriate and monitors cost during the time period.
?Verifies requisitions for appropriate account numbers and approvals.
?Traces delinquent arrivals from purchase orders.
?Follows environmental and safety regulations and acts in compliance with local, state, and federal laws.
?Negotiate third party contracts and service level agreements.
?Complies with safety and corporate guidelines on business ethics.
?Negotiates and resolves contractual disputes with contractors, suppliers, and/or agency officials.
?Maintains the official record of negotiations and accurate files of all contractual documents and correspondence.
?Manages third party contracts for the delivery of products and services. May include responsibility for contract monitoring and procurement.
?Conducts formal training on purchasing policies and procedures and contract/amendment procedures, format, and content.
WORK EXPERIENCE & SKILLS (Required)
?5 ? 7 years of work experience as a Purchasing Agent or buying/purchasing experience
?Advanced understanding of developing, reading, interpreting contracts
?Proficient with all MS Office products: Word, Excel, Outlook, PowerPoint, and Access
?Strong organizational skills for developing and maintaining efficient purchasing controls and processes.
?Ability to communicate professionally with internal and external customers at all organizational levels.
?Solid decision making skills.
?Demonstrates computer competency and the ability to work in various systems to update, maintain or extract contract data.
?Relationship management and collaboration skills
?Multi-tasking skills ? able to manage both current products as well as the development of new products simultaneously
?Excellent written and verbal communication skills
?Ability to work independently under minimal guidance
?Demonstrated ability to perform analysis, use discretion and make sound decisions
?Formats for a variety of legal documents, legal terminology, negotiation techniques and methods, instructional methods and techniques
?Ability to work under pressure
WORK EXPERIENCE & SKILLS (Preferred)
?8 + years of work experience as a Purchasing Agent or Manager
?Experience implementing new procure-to-pay systems
