MAJOR DUTIES AND RESPONSIBILITIES
Serves as a designated technical specialist and subject matter expert to accomplish a broad range and variety of highly responsible and technically complex work within the area of retirement and employee benefits.
Provides guidance, expert advice, and technical direction to managers, supervisors, employees, Headquarters and field staff relating to multiple retirement systems and benefits disciplines: Civil Service Retirement, Civil Service Offset and Federal Employees Retirement; Disability and Discontinued Service Retirement; leave administration; life insurance; health insurance; long term care insurance, Flexible Spending Accounts; thrift savings plan; workers' compensation; and spousal and family entitlement
Conducts retirement computations, death benefits counseling, TSP counseling, health and life insurance counseling as well as counseling in other area identified above.
Serves as a consultant to program managers advising on difficult and complex human resources issues, such as employee relations related to benefits
Keeps abreast of changes in legislation and OPM policies, and develops implementing guidelines and directives for the agency's headquarters and field offices.
Reviews and prepares the agencies position on proposed legislation, OPM issuances, and agencies policies and directives which impact the assigned employee benefits programs
Negotiates with OPM, over regulatory provisions, program activities and procedures to assure that the agencies interests are considered and assured.
Reviews the effectiveness of the assigned programs to determine the extent to which the needs and interests of employees and the organization are realized and to assure that all legal and regulatory requirements are satisfied.
Takes the lead on preparing seminars, training, and individual conferences to ensure that all customers are thoroughly familiar with the requirements of all relevant employee benefit programs.
Travels outside the local commuting area of 50 miles, at least four times each year to provide benefits training.
Prepares bulletins, notices, instructions, and drafts agency policy to assure that all information with respect to benefits programs is up-to-date and effective.
Acts as the authoritative specialist for determining the benefits of and implications for employees, former employees, and their families in the event of extraordinary situations such as furloughs, cessation of operations, emergencies, death, or other complex human resource areas.
Assists with the management of the agencies awards program. This includes: providing guidance to Headquarters and field supervisors, managers, and employees on the Agency's Awards Policy; ensuring that cash awards and their justifications comply with the Awards Policy; managing and updating the awards tracking system; assigning log-in numbers to all awards and preparing them for processing.
Assists with the Administrator's and Secretary's annual awards ceremony. The Administrator's awards ceremony will include: writing awards citations; procurement, preparations and reservations for all support functions, i.e. space, award items, refreshments.
Bachelor's degree and 3 years of relevant experience, or 6 years of experience without bachelor's degree
Must have experience administering awards programs
Must be well versed in regulations related to retirement and benefits
Must be a quick learner regarding agency specific processes and transactions
Strong communications and consulting experience preferred
Must be a U.S. Citizen
