MAJOR DUTIES AND RESPONSIBILITIES
Provides technical, procedural and evaluative counseling assistance to employees on all aspects of employee benefits. Specific tasks include informing employees of their rights and entitlement to employee benefits
Determines for accession actions, eligibility of the employee for federal civil service retirement plan coverage, social security coverage, life insurance and health program benefits
Provides retirement counseling and prepares retirement estimates, including organizing and forwarding the retirement package to OPM for processing
Makes determinations or provides advice related to FERS/CSRS/CSRS Offset determinations where the service dates are not in contention and are clearly documented but where service may be complicated by variety of appointments, military service, breaks in service
Calculates SCD dates for the full range of SCD calculations
Assists employees with accessing and utilizing the National Finance Center's (NFC) Employee Personal Page, the TSP website, and other automated systems associated with benefits and benefits elections
Receives, logs and enters benefit election forms into the NFC payroll/personnel
QUALIFICATIONS REQUIRED
Bachelors degree + 6 years experience, or 10 years experience without degree
MBI Clearance
Counseling on FERS and CSRS and calculations
Counseling on Health and Life Insurance Benefits, Thrift Savings Plan, and Long Term Care insurance
