MAJOR DUTIES AND RESPONSIBILITIES
Classify positions at all levels, based on the program's position analysis, and developing evaluation statements.
Draft new or edit/rewrite existing position descriptions (PDs), classify positions, and make FLSA determinations.
Perform desk audits and classification reviews.
Work with subject matter experts (SMEs) and hiring managers/selecting officials to create and review job analyses and assessments, develop crediting plans and vacancy announcements review applicants for eligibility, qualifications, and preference, prepare certificates, and close out recruitment files.
Support office managers and supervisors in strategic recruitment meetings and in the development of recruitment documents.
Support SMEs in their rating and ranking reviews; ensuring that SMEs provide sufficient and complete documentation of their reviews; rate and rank applicants; apply appropriate preferences; and produce certificates of eligibles for consideration by the selecting official.
Ensure recruitment and hiring documentation is timely and complete.
Coordinate and conduct retirement planning sessions
Conduct open-season "fairs"
Provide benefits and retirement counseling to employees of the supported organizations
Perform service computations and retirement calculations
Help serviced employees complete required paperwork; and, as necessary
Provide VERA/VSIP counseling and implementation support
Provide advice and assistance to client organization managers on disciplinary, adverse, and performance-based actions
Process grievances and respond to appeals and other third-party actions.
Plan, develop, and implement internal guidance and provide regulatory and policy advice and assistance on workforce relations matters.
Support the client organization's labor-management relations program, including negotiations and administration of collective bargaining agreements.
Represent the client organization in dealing with employee representatives and third-party representatives.
Conduct negotiations on behalf of management and/or advise management on the conduct of labor-management negotiations.
Provide information to and/or counsel employees on employee rights and obligations provided for in regulations, legislation and merit system principles (e.g., grievances and appeals and protection from discrimination), as well as due process rights associated with disciplinary and adverse actions.
Bachelor's degree + 6 year's experience, or 10 years experience without bachelors.
Must have comprehensive knowledge of and demonstrated experience in Federal classification, staffing, retirement and benefits and employee and labor relations.
Must be a U.S. Citizen
