MAJOR DUTIES AND RESPONSIBILITIES
Assists in conducting recruitment for occupations under the General Schedule, Alternative Personnel System, Federal Wage System, Federal Wage Grade pay systems through printed solicitations as well as onsite recruiting at appropriate venues including job fairs, colleges and universities, and related associations
Conducts job analysis to determine key skills and expertise needed to perform duties of vacant position
Prepares vacancy announcements including rating assessment questions to accurately assess experience and expertise resulting in the referral of the best qualified candidates for a particular vacancy
Reviews applications to make qualification determinations resulting in a Roster of Eligibles
Uses delegated examining, direct hire, and merit promotion procedures to ensure accuracy of selection certificate. May assist selecting officials in developing of the rating assessment
Adheres to OPM, agency's regulations, policies and procedures in carrying out agencies classification program in administering the General Schedule classification system for its positions including organizing and assigning work
Conducts desk audits on current positions to determine appropriateness of job title, series, and grade level determinations, based on management and/or employee requests
Prepares and finalizes evaluation statements and organizational assessments
Develops position descriptions for newly established positions and prepares agency's response to employee classification appeals
Provides managers and employees with information and interpretations of the agency's classification, compensation, wage administration, and position management procedures, practices, policies, and guidelines, including the effective use of automated classification tools. The issues addressed require substantial interpretation, there is potential for controversy, and/or the issue involves more than one area of Human Resources policy
Provides advice, assistance and review on requests for highest previous rate; above the minimum pay setting; recruitment, retention, and relocation incentives; special physician pays; service credit for leave and other compensation and retention flexibilities
Provides guidance and review for Title 42 initial salary setting and pay adjustments
Bachelor's Degree + 6 year's experience or 10 years without bachelors
Knowledge of USA Staffing/ OPM Classification Standards and Classification Advisory Services to include compensation, wage administration
Practical experience in Title 5, 42 and/or 38 recruitment for competitive service and/or excepted service
Hand's on experience using automated tools for staffing ( USA Staffing & USAJobs)
Experience using Position Classification Standards for White Collar Positions and functional guides
Experience using job grading standards for trades, craft, and labor positions and functional standards
PREFERABLE SKILLS AND EXPERIENCE
Practical experience in Title 5,42, and/or 38 DEU recruitment
Experience handling position classification appeals
Experience making fair labor standards act determinations
