MAJOR DUTIES AND RESPONSIBILITIES
Drafts vacancy announcements, coordinates and organizes the announcements opening date, closing date, and summary of duty statements in compliance with the Agency Operating Administration specific announcement requirements, such as travel card requirements, relocation assistance, drug testing requirement, etc
Defines minimum basic qualifications, as defined by OPM requirements and the specialized experience requirements
Reviews job analysis information to help ensure selected questions are appropriate and will effectively differentiate the best candidates
Uses information from the job analysis to develop the appropriate weights for each question and evaluate the overall weights and screen outs used in the position announcement
Evaluates applicant qualifications and documents the application and announcement records with determinations on-line for non-delegated examining announcements
Performs audits, closes out case files and documents all activity
Communicates with candidates regarding the status of their applications in the automated system, including addressing concerns regarding the application process and provides assistance to applicants when applying through the manual application process
Provides assistance to agency HR Specialists on job analysis tasks and the selection of questions from the Agency's Automated Staffing Question Library and on the appropriateness of developing new questions
Reviews vacancy announcements and certificates to ensure all regulatory guidelines are followed
Maintains weekly activity log for inclusion in the Monthly Progress Reports
Bachelor's Degree + 8 year's experience, or 12 years (GS-12 level or higher for a minimum of five years) without Bachelors
Practical experience in Title 5 recruitment for competitive service and/or excepted service
Hands on experience using automated tool for staffing ( QuickHire)
Experience recruiting for DEU positions
Experience in developing vacancy announcement packages including performing job analysis and reviewing position descriptions for both general schedule and/or wage grade positions
Must have knowledge in all aspects of Federal personnel staffing to support consideration and selection of the best qualified candidates for position vacancies, including adjudication of veterans preference, determination of minimum qualifications, and issuance of category rating certificates, merit promotion, and non-competitive applicant listings;
Must have the ability to use information technology equipment and software commensurate with the day-to-day tasks
Experience in developing position descriptions and qualification requirements
Must possess excellent oral and written communication skills, including the ability to work courteously and effectively with Government personnel and the general public
Must be able to perform duties with minimal supervision
Must be a U.S. Citizen
