Manage and direct all aspects of software engineering for the Quintiles Outcome Electronic Data Capture (EDC) system and the Association/QI and Quality reporting system.
Establish the strategy and ensure effective service delivery to clients through the use of an established technology platform using software as a service (SaaS) delivery model. Oversee a team of subordinate managers and technical professionals to build and validate software solutions to meet client requirements.
Lead product development efforts to create and deliver customized product solutions to certain customers. Assess client needs, develop product strategy and manage team to deliver these custom solutions. Serve as the senior level escalation point to address and resolve client issues.
Collaborate with technology operations, product development, and platform development teams to ensure that product strategy and delivery is aligned with client needs and requirements.
Manage staff in accordance with the organization?s policies and applicable legislation. Responsibilities include planning, assigning, and directing work; appraising performance and guiding professional development; rewarding and disciplining employees; addressing employee relations issues and resolving problems. Approve actions on human resources matters including salary administration.
Provide technical leadership and management for multiple regional and global technology projects from conception through deployment. Work in cooperation with business development and project management teams to establish project budgets, resource plans, milestones, tracking metrics and success measures.
Ensure adherence to technical standards and procedures. Ensure all work meets computer systems validation requirements, and any issues identified in Software Quality Assurance (SQA) or customer audits are properly addressed.
Ensure all activities conform to technical security standards and all data and systems are properly protected. Ensure proactive monitoring exists to detect intrusions, violations, or other unauthorized attempts to access or manipulate data or systems, whilst maintaining customer confidentiality at all times.
Prepare capital and operating budgets; monitor and track expenses. Negotiate service, support, lease, and consulting agreement.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Strong staff management skills and the ability to effectively manage multiple teams in various disciplines
Ability to interpret customer requirements, scope project needs, and ensure quality deliverables within a defined budget and timeline
Excellent project/program management skills including the ability to use automated project management tools such as Microsoft Project
Excellent verbal and written communication skills
Ability to develop, manage, administer, and track capital and operating budgets
Ability to establish and maintain effective working relationships with coworkers, managers and clients.
MINIMUM REQUIRED EDUCATION AND EXPERIENCE
Bachelor?s degree in Computer Science or related field with 15 years of software engineering experience including previous management experience or equivalent combination of education, training, and experience
Extensive use of keyboard requiring repetitive motion of fingers.
Extensive use of telephone and face-to-face communication requiring accurate perception of speech.
Regular sitting for extended periods of time.
May require occasional or frequent travel.
