MAJOR DUTIES AND RESPONSIBILITIES
Reviews existing personnel documentation and provides specific analysis of each RIF process for the affected group and for consistency with applicable law and regulation.
Reviews and makes the appropriate and proper adjustments to affected employees' personnel records, position descriptions and competitive levels to ensure they are current and up to date with the RIF activity.
Assists in guiding management to ensure compliance with proper procedure and practice to move the organization from the "as-is" current organizational function/s to the proposed future state.
Provides analysis of each RIF provision to identify problems such as outdated position descriptions, proper competitive levels, system inputs of employee performance and other data required to process a correct an efficient RIF in accordance with 5 CFR 351, specific or general data or information that is not in the apparent interest of the agency.
Provides analyses of each affected employee to determine the effect of the RIF, forecast severance packages, and provide an analysis of employees eligible to retire or meet the criteria of a Voluntary Early Retirement (VERA) or Voluntary Separation Incentive Pay (VSIP).
Provides written prior to affecting the RIF process.
Evaluates the VERA-VSIP opportunity and affected employees.
Identifies specific requirements needed to implement the VERA-VSIP
Attends required meetings or discussions
Provides a detailed report of employees and their eligibility for severance pay.
Establishes the appropriate retention registers for each applicable competitive level when an employee is to be released from that competitive level in accordance with 5 CFR 351.404(a).
Creates mock and final retention registers.
Reviews and provides options in writing to management for discussion and final advisory.
Provides specific recommendations of RIF processes as they impact the new organization, expected outcomes of the RIF, including the employees and positions that will be impacted, and where impacted employees will be positioned in the final retention.
Provides and discusses the written order of retention in accordance with 5 CFR 351.501.
Advises in areas where potential problems are identified which contrast to organizational goals and objectives.
Reviews and analyzes mock and actual RIF activities and provide final written documents to exercise the RIF activity
Works with other sub-contractors as appropriate and provides advice to management accordingly.
Provides draft management proposals and counterproposals where needed
Provides advice on RIF tactics and strategy during preparatory activities and final implementation.
Bachelor's degree + 8 years' experience or 12 years' experience without a bachelor's degree. Specialized training may be substituted for bachelor's degree, and/or years' experience
Must have conducted or supported a RIF
Must have experience reviewing position descriptions
Must have classification, payroll/personnel processing, employee/labor relations experience as they apply to conducting or supporting a RIF
Must be a US Citizen.
