MAJOR DUTIES AND RESPONSIBILITIES
Provides classification and position management support in accordance with all federal regulations and agency procedures
Attends meetings with HR staff and managers to discuss status of HR request and to understand priorities of issues
Meets with Managers and Administrative Bureau Chief staff to gain an understanding of their position requirements in order to provide advice on the proper classification in regard to the position title, series and grade
Conducts research to determine appropriate classification
Drafts position descriptions, reviews, and makes recommendations for corrections on already drafted PD's to help support the requested title, series and grade
Documents the appropriate classification for the position
Assists managers in developing the job analysis
Searches agencies job library to identify appropriate questions
Conducts on-line agency job search to identify appropriate vacancy questions
Develops new questions for vacancy announcements
Prepares vacancy announcements using QuickHire
Writes specialized experience descriptions for the vacancy announcement
Fields questions from managers, staff and applicants about the recruitment activities
Reviews applications for qualifications
Uses QuickHire to issue notices to applicants, annotate qualifications, issue certificates and document selections
Follows-up on status of recruitment certificates
Obtains necessary pre-employment documents such as bar membership, OF-360, etc.
Prepares selection packages/letters in accordance with agency procedures.
Reviews requests for personnel actions to determine whether the request meets legal and regulatory requirements
Applies the appropriate sections of the Agency Basic Negotiated Agreement related to staffing, classification and recruitment
Reviews personnel actions processed by HR Assistants to ensure accuracy
Prepares briefing papers or option papers on various staffing, classification and recruitment issues
Researches, responds to questions and offers alternatives on staffing, classification and recruitment questions
QUALIFICATIONS REQUIRED
BS and 6 years experience or 10 years experience without degree
Experience in Staffing ,Classification and Position management
Experience with Title 5 recruitment for competitive service and/or excepted service
Experience using Position Classification Standards for White Collar Positions and functional guides
Experience using job grading standards for trades, craft, and labor positions and functional standards
Experience making Fair Labor Standards Act determinations
Experience conducting reorganization/position management studies
Experience with classifying SES positions
PREFERABLE SKILLS AND EXPERIENCE
Experience recruiting for SL and ST positions
Practical experience using QuickHire
