Sr. Project Engineer Navsys
Job Summary
The Sr. Project Engineer is a hands-on engineer who will lead the technical design and execution of assigned projects as well as manage the schedule, tasking, budget and deliverables. This senior engineer will work in a hands-on GPS/INS research and development atmosphere with a cross-functional team of software, hardware, firmware, and research engineers. Responsibilities will include determining requirements, managing the systems engineering and software development processes, and working closely with customers and company staff members to achieve technical and financial objectives.
This position requires a motivated self-starter and team-player with the ability to address diverse challenges in a complex technical environment. Amongst these challenges are inter-program technology dependencies and mid-program technology changes. The successful Sr. Project Engineer will have excellent organization and communication skills, an ability to operate fluidly and efficiently, and will motivate and monitor technical staff assigned in a matrix organization.
Job Description
This Project Engineer will be responsible for the following:
1. Project Planning - Plan projects by studying customer requirements, market demand, competitors' products, trends in technology; collaborating with the project principal investigator (PI) and other members of management.
2. Project Scheduling - Develop the project phases, elements, schedule, timing and staffing requirements. Develop SOW and review bids from contractors.
3. Project Design - Lead the overall design effort, working closely with the Principal Investigator and other engineers and contractors to meet project/customer objectives and specifications. Serve as the focal point for bringing technologies together into a working system that meets defined requirements. Research platforms, components and 3rd party software, evaluating trade-offs and integrate selected items into the product design.
4. Project Management - Maintain the project and schedule by monitoring project progress, level of technical completeness, coordinating activities, and resolving problems. Control the project plan by reviewing designs, specifications, and plan and schedule changes. Recommend actions. Control project costs by approving expenditures and administering contractor contracts.
5. Design Review - Conduct design reviews. Work closely with members of the program and technical staff and PI to analyze risk decisions, coordinate product builds, integrate systems and assure quality control.
6. Project Test - Develop, oversee, and participate in the execution of system test plans and methods based on system specifications and designs.
7. Customer Communication Serve as the project point of contact for the customer. Prepare customer briefings, activity, status and final reports as required for assigned programs by collecting, analyzing, and summarizing information and trends. Recommend actions.
8. Business Development Develop proposals and bids that further customer acquisition strategy and market development plans. Work with senior management to evaluate prototypes and complete product qualification testing in order to determine commercial or larger scale market viability of the product. Communicate with existing and potential customers, and engineering and business development team members, to successfully win and deliver programs.
Requirements
The successful candidate must possess the following:
10 years recent hands-on engineering and program management experience with demonstrated ability to manage to technical and financial goals.
Project experience in a DoD and fast paced R&D environment. Service oriented projects are not usually relevant.
Domain knowledge in one of the following technical areas: GPS receivers, navigation systems, Tactical Networks and Net-Centric Operations, Software Defined Radios (SDR), Joint Tactical Radio System (JTRS), Cognitive Radios, ISR collection and tactical targeting systems, DAICAP, CORBA, SCA or digital signal processing (DSP).
Strong aptitude and technical skills in solving complex system problems.
Ability to effectively work with a multidisciplinary team of engineers.
Experienced in analyzing and selecting appropriate parts and modules for a project, including platforms, hardware components and third party software.
High proficiency in using MS Office applications (Word, Excel, Outlook, Visio, PowerPoint)
The following knowledge, skills and experience is highly desirable:
Proposal writing experience including technical, cost and management sections
Experience with Information Assurance and Common Criteria certification process
At least 5 years experience in an industry that produced complex software solutions bringing them to a mature product within schedule and budget while maintaining quality standards.
Moderate or better level of coding experience (preferably, C/C++, VHDL, MATLAB)
Citizenship, Education, and Security Clearance
U.S. citizenship required
BS degree or higher in Electrical Engineering, Software Engineering, Computer Science, Physics, Aerospace Engineering, Mathematics or a related technical discipline. M.S. or PhD. preferred
Individuals with an active security clearance are preferred. Candidates without active security clearance will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
