Cogent HMG is the industry leader in developing and managing hospital medicine programs nationwide. We are currently seeking an experienced Senior Technical Project Manager and Consultant. The Senior Technical Project Manager (PM) and Consultant will be an individual with heavy business process, project leadership, and technical skills who can serve as a key member of the IT leadership team. S/he must work at the highest levels of integrity, honesty, and openness, and create strong collaborative relationships with Cogent HMG business stakeholders. The person will be an inclusive leader who weighs decisions thoughtfully and involves others in the decision-making process to drive technology-focused solutions for best business performance. The individual should be collaborative and skilled in change management, a wide set of technologies, analysis and evaluation of business processes/ systems and business/user needs.
The individual will lead large, complex, technology intensive, cross-functional projects throughout the initiative?s lifecycle (ideation through deployment) by delivering the business outcomes and deliverables set forth in the project's charter, requirements and plan. She/he must be able to draft charters, conduct business/ systems analysis and technology scoping, and work with external partners or internal resources to drive technical solutions for improved business operations. Recommends changes in systems or processes that will improve effectiveness and efficiencies including business case and cost/benefit analysis. Makes recommendations that reflect appropriate levels of analysis and evaluation of options. Relies on extensive experience and judgment to plan and accomplish goals.
Key Responsibilities and Skills
Responsible for delivering key cross-departmental information technology heavy projects. Drives technical projects assigned by the CIO and Governance team to further realize material benefits from technology adoption and integration.
Responsible for managing all aspects of the initiative including cost, schedule, scope, and risk. The position is responsible for the overall project coordination including planning the work, setting milestones and deadlines, completing tasks and managing assigned responsibilities, monitoring progress and reporting on project status to technology team management and other key business stakeholders.
Responsible for initiate, plan, buy/ build. Integrate/ test, deploy, and transition lifecycle. Creates and obtains approval for all key artifacts such as Charter, Requirements, Plans, Initial Training package, etc.
Responsible for drafting detailed specifications of user needs, program functions and steps required developing or modifying computer programs. Collects appropriate data, reviews and analyzes data to evaluate the effectiveness of systems and procedures within the scope of responsibilities.
Provides business analysis, business area assessment, user needs analysis and business systems design for targeted performance improvement.
Anticipates, mitigates and manages all risks: financial, operational, technical and cultural.
Must possess demonstrated ability to work with time commitment pressures.
Keeps senior leadership informed of all risks and present recommendations and solutions.
Completes project milestones on time, within scope and on budget inclusive of change management scope differences.
Identifies, researches, and resolves application and technical problems within scope of assigned.
Familiar with web-based applications and testing techniques.
Competent with Microsoft products; SQL, Windows Operating Systems, Office, etc.
Must exercise knowledge base in developing, administering, interpreting, analyzing and presenting healthcare data sets within the financial, operational, and clinical realms.
Exercises solid judgment. Assumes responsibility for decisions, consequences and results. Engages in regular and continuous decision making which has an impact on people, cost and quality of services. Understands assumptions, implications, and consequences of decisions.

Must demonstrate strong attention to details and problem-solving skills. Facilitates the development of creative, practical, cost-effective and simple solutions.

Education and Experience
8 or more years required of senior technical healthcare experience in solutions development, deployment and management. The candidate?s experience must have involved the development and deployment of technological solutions or services that are heavily integrated. The candidate will have demonstrated ability to work collaboratively with technology development and infrastructure teams as well as other functional business areas involved in typical integrated solution lifecycles. The successful candidate will have had significant experience working within matrix organizations and building relationships across functional domains. In addition, the candidate will have demonstrated ability to get results in complex projects, lead change management, and sustain enthusiasm for projects led. Experience leading teams and influencing executives. Must have demonstrated ability to work collaboratively with physicians.
Bachelor?s degree from an accredited university required, computer science or management information, business administration, or health information systems preferred, M.B.A desired.
Five plus years of healthcare and/or hospital experience.
An operational, financial and technical consulting or management background is desired.
Must possess excellent skills in systems integration and data integrity, compatibility, standardization, and deployment for the full user adoption.
Must possess good knowledge of data processing, databases, systems analysis, systems development, software implementation, solutions deployment and process reengineering.
Must be excellent at project management skills including collaborative fulfillment of project objectives managing scope, time and cost.
Must possess advanced skills and experience in oral and written communication, including analysis, preparation, and presentation of information to all levels within an organization.
