Reports To: IT Manager
General Summary:
Primary responsibilities include the engineering, upgrade, technical oversight, and support for our optical and electrical transport infrastructures, equipment, and services. Will help design, implement, and manage a new PBX and Call Center for the Company. This person will also manage the corporate cell phone accounts and services.
Essential Job Functions:
Network planning and design including network protection schemes, network synchronization, and bandwidth availability and utilization.
Circuit design as per customer specifications including circuit protection, transport network selection, and interworking across networks.
Capacity planning and management of available and utilized bandwidth on the telephony networks.
Planning, selection, upgrade, and evaluation of the networking equipment used in the telephony networks.
Research and investigation of new telephony network elements and features.
Optical link loss-budget analysis and management for the telephony networks.
Network synchronization design, upgrade, and maintenance.
Provide Tier 3 technical support for diagnosing and resolving telephony network and customer equipment issues.
Provide technical support for circuit interconnections.
Provide the planning, implementation, and coordination of telephony network maintenance and restoration activities.
Provide engineering support during the installation and turn up of telephony network elements and Customer Premises Equipment.
Develop and maintain technical documentation and database information for the telephony networks and circuits.
Manage the Corporate Cell Phone accounts. Optimize the plans people are on.
Knowledge, Skills, and Abilities:
Knowledge and experience with telephony networks, network elements, circuits, and maintenance.
Required knowledge and experience with TDM networks, TDM network elements, and TDM signals including DS1, and DS3.
Required knowledge and experience with the PSTN and traditional telephone switching systems.
Knowledge and experience with video transport and distribution is desired.
Experience with researching, investigating, evaluating, and qualifying potential new equipment for network deployment.
Knowledge and background with AC and DC power systems, fiber optic transmission and transmission systems, and electrical cabling and transmission systems.
Experience with optical link loss budget analysis for telephony optical links.
Proven problem solving skills with experience and background in solving complex design, network, and circuit problems and issues.
Good organizational and time management skills including the ability to organize, prioritize, and articulate job tasks and complete the tasks on time and on budget.
A proven business sense with the ability to discern, evaluate, and articulate the cost trade-offs associated with various network and circuit implementations.
Knowledge and experience with network synchronization and timing distribution.
Knowledge and experience with telecommunications standards including Telcordia, ANSI, and ITU.
Knowledge and experience with Microsoft software applications including Microsoft Word, Excel, Power Point, Visio, and Outlook.
Knowledge of NECA and Rural IOC operations is desirable.
Proven ability to engage with and communicate with customers, vendors, service providers, employees, and various business contacts in a professional and courteous manner.
The ability to work ?on-call? and off-shift hours as required to support network and equipment maintenance, upgrades, and service interruptions.
Knowledge and experience with managing cell phones and cell phone accounts.
Education and Experience:
Three years of experience (minimum) performing as a network engineer, with a minimum of five years of experience in telecommunications.
Bachelors of Science Degree in Computer Science, Electrical Engineering, Information Systems, or Telecommunications is desired.
