MAJOR DUTIES AND RESPONSIBILITIES
Perform the full-range of staffing duties associated with competitive and excepted service positions.
Work with Division managers to identify hiring needs.
Develop and revise appropriate recruitment documents (job analyses, crediting plans, assessment questionnaires, vacancy announcements and SF-39s) for competitive service positions for merit promotion and delegated examining recruitments.
Develop, review and post positions on USAStaffing.
Develop referral of certificates of eligible candidates from USAStaffing.
Rate and rank applications manually and develop referral lists.
Provide assistance to selecting officials during the hiring process.
Audit case files.
Prepare vacancy announcements for excepted service positions for internal posting to Department's website.
Evaluate and refer candidates for excepted service positions.
Administer veteran's preference in connection with both competitive service and excepted service hiring.
Identify and evaluate candidates eligible for non-competitive hiring through special authorities, particularly those applicable to individuals with disabilities.
Assist in implementing the Pathways program for hiring of interns and recent graduates.
Perform a full-range of classification duties, including developing and updating position descriptions based on OPM classification guidelines, conducting desk audits and classification reviews and working with other staff members on an updated approach to managing the position records.
Enter data in internal database associated with recruitment and staffing activities, including applicant data and selectees.
Create, audit and close out case files associated with recruitment activities.
Serve as a technical expert in the areas of staffing and classification
Serve as a resource to the HR Assistants as they process personnel actions, answering questions and assisting in the identification of Nature of Action codes and legal authorities.
Assist, as needed, in preparing SF52s for staffing or classification related actions.
Assist, as needed, in other duties associated with the area of staffing and classification.
Bachelors Degree + years' experience, or 6 years' experience without bachelors.
Must be familiar with rules and regulations governing examining under merit promotion and delegated examining.
Must be a U.S. Citizen
