MAJOR DUTIES AND RESPONSIBILITIES
Creates and reviews job analyses and assessments
Develops crediting plans and vacancy announcements (merit promotion, excepted service examining and delegated examining)
Reviews applicants for eligibility,qualifications,and preference
Prepares certificates and closes out recruitments files
Supports office managers and supervisors in strategic recruitment meetings and in the development of recruitment documents
Supports, as requested, SMEs in the their rating and ranking reviews ensuring that SME's provide sufficient and complete documentation of their reviews
Rates and ranks applicants and applies appropriate preferences
Produces certificates of eligibles for consideration by the selecting official
Ensures documentation for recruitment and hiring packages are timely and complete
Supports the full range of non-competitive placement under the authorities for expert, consultant, Intergovernmental Personnel Act Assignments, Schedule C political appointments, and fellowships
Bachelor's degree +3 years' experience, or 6 years' experience without bachelor's degree
Experience staffing using automated staffing tool Monster/QuickHire
Experience creating vacancy announcements
Experience creating selection certificates (DEU, Non Competitive, Merit Promotion)
Knowledge of and experience applying CFR/Title 5
Ability to research and interpret regulations/Merit Promotion Plan
Relocation assistance is not provided
Ability to multi-task and take on a heavy load
Current DEU Certification/Contractor Training
Knowledge of and experience in creating SOP's
Experience coding and reviewing personnel actions
