Job Opportunity: Subcontract Program Manager
GetWellNetwork, a fast-growing interactive patient-care solutions company based in Bethesda, MD, is seeking a Subcontract Program Manager to support engagement services for government and commercial business lines. The position will include strategy and execution activities as well as preferred vendor program management. The role will require flexibility for periodic travel to work with teams on-site at a medical facility. The successful candidate will be responsible for the sourcing, cost, schedule, and performance of subcontractors and certain vendors. The Subcontract Program Manager will be expected to ensure early problem identification and timely resolution of issues to meet program goals and commitments.
Ability to travel up to 40% is required. Must be able to obtain a US Government security clearance. Must be able to complete individual medical facility requirements for access to work with teams on-site (vaccinations and health screening tests). This position is located at our headquarters in Bethesda, Maryland.
Duties & Responsibilities:
Develop subcontract program management strategies to source subcontractors to perform and/or deliver subcontracted elements: perform research on industry trends, products, pricing, and tools, including preparation and managing of documents and evaluating supplier responses; ensure selected supplier background checks are clear; develop complex to highly complex financial reports and models; complete financial analyses to support savings documentation and financial due diligence.
Develop subcontract program management plans that align with engagement services program strategies and that detail oversight for subcontractors: develop and implement standards, processes, and procedures pertaining to the procurement of services and to business practices; ensure business practices for subcontracting are followed
Perform financial modeling, validating, and tracking for agreements, statements of work, purchase orders, performance reports, quality audits, and billing (timeliness and accuracy) which may include as many as 50 agreements at any given time: provide guidance in the selection and issuance of fixed price, time and materials, labor hours, and cost type agreements and/or SOW orders; support process improvement and affordability initiatives
Develop Request for Quotations/Proposals; leverage subcontracting volume/opportunity and optimize the suppliers: streamline process for efficient operations and rapid response to business needs; participate on internal committees and taskforces
Lead source selection process and participate in the development of cost proposal during new business pursuit working collaboratively with the Implementation Program Leads (Government or Commercial) and with the Sales Business Development Lead.
Develop the business rhythm and processes required to effectively manage the subcontracted elements: perform the administrative tasks including the coordination and support of milestone payment, performance based payment, invoice review, and ongoing communication with the subcontractors and engagement management teams; work closely with Finance Department on all procurement, sourcing, contract interpretation requirements for engagement services
Perform risk analysis including identifying risks, opportunities, potential impacts, and mitigation plans; be proactive in avoiding issues and in resolving subcontracting issues
Engage in the development of statement of work(s) ?SOW?, subcontractor proposal evaluation, payment strategies, support fact finding and negotiations, and like activities; ensure work requirements, schedule, and contract provisions are accurate and complete and flowed to the subcontractors
Establish and manage contract workspaces for all assigned contracts to ensure all contracts are executed per policies, uploaded to system, linked to applicable purchase orders, updated with all required data including expiration/renewal date, statements of work and related terms. Ensure that Finance approves all modifications to payment frequency, values and/or terms.
Establish tracking and reporting for subcontracted elements, measurements, and similar value requirements
Act as primary interface between engagement services program managers and subcontractors
Develop communication and materials for client facing activities and presentations; conduct presentations as requested

Ability to simultaneously manage multiple subcontracts and priorities
Sound leadership, problem solving, and critical thinking skills, ability to exercise independent judgment and manage complexity and ambiguity
Exemplary written and oral communication skills, strong presentations skills, ability to listen well and communicate effectively with others
Proficient in the use of computer systems, personal computers, and software such as MS Word, Excel, PowerPoint, Project and business process modeling.
Degree in related discipline or equivalent experience, MBA or JD preferred; Certified Purchasing Manager preferred
5-7 years experience and ability to develop and negotiate teaming agreements, master subcontract agreements, blanket purchasing agreements, and similar concepts including thorough skills in contract preparation, negotiation, and interpretation of technology agreements including software, hardware, telecom, network components.
Thorough knowledge and experience with Government regulations and Public Laws; experience working with government contracts, directly or as a subcontractor to a prime
