Job Summary
NAVSYS, a GPS and Net Centric innovation company, seeks a Technical Program Manager for programs delivering GPS and inertial navigation products and services to its customers. The TPM is an experienced hands-on program manager who works with DoD and commercial customers in a fast paced hi-tech R&D environment.
Because of the technical nature of the programs, the TPM brings a strong technical management background with an ability to manage to technical and financial objectives through the management of project teams. The TPM will manage multiple projects on the cutting edge of GPS and inertial navigation technology, will help identify client needs, and develop proposals for new product and revenue development.
Job Description
1. Plans projects by studying customer requirements, market demand, and competitors' products; identifying and analyzing trends in technology; conferring and collaborating with the project principal investigator (PI) and other members of management.
2. Manages multiple project teams in the delivery of complex products and services. Provides oversight for the multiple project teams who complete day-to-day tasks for the delivery of R&D projects, and commercial products. Works with project system engineers to determine project specifications by studying product design, customer requirements, and performance standards; completing technical studies; preparing cost estimates. Manages project teams by setting priorities and implementation parameters and defining roles and responsibilities.
3. Determine project responsibilities by identifying project phases and elements, and works with engineering management in assigning personnel to phases and elements; reviewing bids from contractors.
4. Develops project schedule by studying project plan and specifications; calculating time requirements; sequencing project elements. Maintains project schedule by monitoring project progress; coordinating activities; resolving problems.
5. Controls the project plan by reviewing designs, specifications, and plan and schedule changes; recommending actions. Controls project costs by approving expenditures and administering contractor contracts.
6. Prepares project status reports for customers and management by collecting, analyzing, and summarizing information and trends; recommending actions.
7. Assimilates knowledge and understands a broad range of current and new technology issues/trends surrounding evolving system requirements, incorporating this information into proposals and bids that further our customer acquisition strategy and market development plans.
9. Leads the interaction and negotiation with existing and potential new customers, engineering and business development team members, new and prospective vendors and suppliers in order to successfully win and deliver programs.
9. Prepares customer briefings, activity and status reports as required for assigned programs.
10. Leads and participates in process improvement initiatives.
Requirements
This position requires a motivated self-starter and team-player with the ability to address diverse challenges in a complex technical environment amongst these challenges are inter-program technology dependencies and mid-program technology changes. Excellent organization and communication skills are a must. An ability to operate fluidly and efficiently and to motivate and monitor technical staff assigned in a matrix organization will contribute to the incumbents success.
The successful candidate should possess the following knowledge, skills and experience:
Ten plus years relevant technical and program management experience with demonstrated ability to manage to technical and financial goals.
Program management experience in a DoD and fast paced R&D environment
Proposal preparation including technical, cost and management sections
Technical familiarity with one of the following technical areas is highly desirable: GPS and integrated navigation systems, Tactical Networks and Net-Centric Operations, software defined radios (SDR), ISR collection and tactical targeting systems
Competency using MS Project and other MS Office applications
Exceptional communications skills in working with military customers and engineers
The ability to laugh when under pressure
Citizenship, Education, and Security Clearance
Individuals with an active security clearance are preferred. US Citizenship is required. Candidates without active security clearance will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
BS degree or higher in Computer Science, Electrical Engineering or a related technical discipline.
