Job Description
To position the Company for Army Procurement EXecution (APEX) program capture within Army, lead and drive the proposal effort, and launch and manage the successful implementation of the program. The Army Client Leader will build on the company?s existing market presence, expand the Company?s network of influencers within Army and industry, and coordinate all of the Company?s resources to successfully capture and deliver the APEX program.
Background and Need
Compusearch Software Systems, Inc. is the leading provider of acquisition and grants software products and related services to the United States federal government. We sell our PRISM product only to the government on a commercial basis and serve two primary markets:
Civilian Agencies (75% of revenue)
Defense (including Intelligence) Agencies and Departments (25% of revenue)
The vast majority of Cabinet level agencies rely on Compusearch?s PRISM product to manage their acquisition lifecycle, support financial auditability, and deliver on the mission of their agencies. The PRISM solution is proven to be secure, scalable, and reliable on an enterprise basis around the globe. Within U.S. Army, PRISM is used globally by the IMCOM to support the Morale, Welfare, and Recreation organization.
Compusearch has been working to position PRISM as a successor solution for all DoD entities which need to transition off of the Standard Procurement System (SPS) which is being retired. The Company is well known by the senior and operational leaders with the Army acquisition community (e.g., DASA(P), ACC). The PRISM product appears to have been highly rated in the 2012 analysis of alternatives completed by ACC. The Company anticipates a 2013 competition coming from Army PEO-EIS for a successor to the SPS and, likely, PADDS programs.
The company is looking for a proven, senior Army program professional to build on the work of the past several years to personally drive the successful capture of the APEX program and to then manage the delivery of the program.
Role
The Army Client Leader conceives plans, personally executes, and coordinates the efforts of the company to capture and deliver on the APEX program which will be managed by Army PEO-EIS and delivered Army-wide. The Leader is the Compusearch executive and management team member responsible for developing our presence in the market and successfully delivering the program. The leadership demonstrated in this role includes:
Market Leadership: Develops, holds, and communicates a clear understanding of Army PEO-EIS, DASA(P), and AMC/ACC clients in the market. The leader understands and speaking compellingly about Compusearch?s product and service offerings, competition, partners, and key trends that will influence APEX capture and program success. The Leader develops and executes a plan to succeed in light of these key market dynamics. An effective leader will generate and sustain excitement about all that Compusearch is doing in their target market and ensure it is closely tied to the Compusearch mission and vision.
Client Leadership: Developing, nurturing, and maintaining senior client and market relationships, in order to:
o Position for successful capture at PEO-EIS, DASA(P), and AMC/ACC
o Develop successful partnerships for APEX capture and delivery
o Coordinate and derive value from Compusearch advisors and Board members
o Develop opportunities to deliver value in areas not currently served
Team Leadership: By personally demonstrating desired behavior and skills, lead the sales executives and marketing team and work closely with the Client Delivery Director to develop a powerful and cohesive team across Compusearch organizations to deliver a successful capture program.
Desired Qualifications
Successful U.S. Army PEO-EIS program delivery
History of successfully delivering large-scale enterprise business systems for Army PEO-EIS. Financial, acquisition, and/or logistics system experience is preferred.
Successful capture and delivery experience
Proven ability to personally drive the successful capture of large (e.g., >$100 MM) EIS programs.
Proven relationship-based sales results
Demonstrated ability to generate productive, valuable relationships that result in long-term client success.
Understanding of Army-sector business environment
Ability to operate in the Army market, including knowledge of successful business development and client management strategies in the market.
Ability to apply intelligence to create growth
Educational requirements are flexible, but a proven ability to think creatively and drive new product and service offerings that meet client?s needs is a requirement. Skills typically associated with an MBA and experienced Program Manager will be required for the leader to be successful.
Desirable certifications include
o Program Management Professional
o DAWIA Level III ? Program Manager, Contracting, and/or IT
o Certified Federal and/or Professional Contract Manager
Education and Years of Experience
o Minimum of fifteen years of progressive, relevant career experience
o Minimum of a Bachelor's Degree required, Master Degree preferred
