Job Qualifications (basic job description):
The Financial Analyst will report to the Sector Finance Manager for the development and analysis of financial and economic information in support of achieving the business unit financial plan including orders, revenue, and profit. The Financial Analyst will assist program managers in reviewing project costs, developing and maintaining ETCs/EACs, and analyzing financial information to support decision making to optimize economic efficiency.
The Financial Analyst will support a variety of programs and assist program managers in preparing and reviewing financial information such as baseline budgets and spend plans, budget versus actual reports, preparing estimates to complete (ETCs) and estimates at complete (EAC's) and other financial forecasts. The Financial Analyst will also provide assistance in program internal and external reporting requirements, including Earned Value (EV) reporting, other contractually obligated financial reports, and ad-hoc reports as applicable.
The Financial Analyst will be responsible for performing estimates and costs analysis for proposal efforts, consistent with company policies, CAS, FAR, and solicitation/RFP requirements. The Financial Analyst will work as part of the proposal team, interpreting solicitation requirements, assisting in the development of pricing strategies, identifying risks, ensuring accuracy of cost and pricing information and assumptions, preparing fully compliant and competitive cost volume, including narratives, and presenting cost proposal financial information for review by management. During the bid and proposal process the Financial Analyst will help develop and modify work breakdown structures and utilize pricing models and templates to evaluate strategies and scenarios. This will include reviewing MS Project schedules, running MS Project macros to download schedule data, and pricing proposals in Excel.
The Financial Analyst will provide additional assistance to the Plant General Managers and the Finance and Accounting department as available. This support may include, but is not limited to direct and indirect rate analysis, labor charges reporting and analysis, staff forecasts, and cost and inventory analysis.
Creation and updating of Work Breakdown Structures (WBS), budgets and spend plans, and labor/staffing plans.
Analysis of Job Summary Reports (JSRs), historical data, learning curves, unit cost curves, and other project economic data.
Cost projections and forecasting, estimate to complete (ETC), estimates at completion (EAC).
Calculation of interest, time value of money, present and future value, various rates of return, net cash flow, and break- even.
Earned value set-up, calculations, and metrics.
Basics of cost accounting including interface with DELTEK, VISUAL, and Cognos Impromptu.
Expected value analysis, decision trees, probabilistic methods.
Economic analysis of operations including direct and indirect rates, inventories, and cash flows.
Comparison and decision making of alternatives and decision making in the face of risk and uncertainty.
Cost proposal development including pricing model development and maintenance, learning curves, labor and material estimating, parametric estimating, and cost volume narrative writing.
Minimum Requirements (education and experience):
BS/BA Degree in Accounting, Finance, or Industrial Engineering is required. MBA or CPA candidate is preferred.
A minimum of 3 years of experience with a government contractor is required as is a working knowledge of GAAP, CAS, FAR, and JTR. Experience in an aerospace manufacturing environment is a plus.
Familiarity with various contract types including FFP, CP, T&M, IDIQ, GSA Schedule, etc., and the pricing and accounting fundamentals for each are required.
Experience creating, modifying, and maintaining resource loaded project schedules is desired.
Proficient in the use of MS Office products including Outlook, Excel, Word, PowerPoint, and Project.
Experience with Deltek GCS Premier, VISUAL, and Cognos Impromptu helpful.
Excellent analytical, organizational, communication and interpersonal skills.
Effective use of computers and general office equipment required.
Shift Requirements (specify if irregular work hours or shift work will be required):
Occasional overtime, nights and weekends, and up to 20% travel required.
